Article 1 – Statement of Purpose
The purposes of this Convention are to:
(a) Promote and strengthen measures to prevent and combat cybercrime more efficiently and effectively;
(b) Promote, facilitate and strengthen international cooperation in preventing and combating cybercrime;
and (c) Promote, facilitate and support technical assistance and capacity-building to prevent and combat cybercrime, in particular for the benefit of developing countries.

Los propósitos de la presente Convención son:
(a) Promover y fortalecer las medidas para prevenir y combatir la ciberdelincuencia de manera más eficiente y eficaz;
(b) Promover, facilitar y fortalecer la cooperación internacional en la prevención y la lucha contra la ciberdelincuencia; y
(c) Promover, facilitar y apoyar la asistencia técnica y el desarrollo de capacidades para prevenir y combatir la ciberdelincuencia, en particular en beneficio de los países en desarrollo.

Artículo 21
1. Toda persona tiene derecho a participar en el gobierno de su país, directamente o por medio de representantes libremente escogidos.
2. Toda persona tiene el derecho de acceso, en condiciones de igualdad, a las funciones públicas de su país.

Article 21 1.Everyone has the right to take part in the government of their country, directly or through freely chosen representatives.
2. Everyone has the right of equal access to public service in their country.
3. The will of the people shall be the basis of the authority of government; this will shall be expressed in genuine elections which shall be held periodically by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.

Article 25
Every citizen shall have the right and the opportunity, without any of the distinctions mentioned in article 2 and without unreasonable restrictions:
(a) To take part in the conduct of public affairs, directly or through freely chosen representatives;
(b) To vote and to be elected at genuine periodic elections, which shall be by universal and equal suffrage and shall be held by secret ballot, guaranteeing the free expression of the will of the electors;
(c) To have access, on general terms of equality, to public service in their country.
