RUTLAND, Ohio — The Rutland Village Planning Commission will begin reviewing a project proposal that will include improvements along Main and Salem streets aligned with the Americans with Disabilities Act (ADA).
The project, to be administered and financed by the Ohio Department of Transportation, and planned for fiscal year 2027, includes the resurfacing of State Route 124 within the corporation limits of the Village of Rutland, along with the construction of curb ramps with sensory pavers and crosswalks at various intersections. Curb ramps, crosswalks and sensory pavers are each considered ADA-compliant upgrades as they provide the means necessary for unimpeded and safe handicap accessibility.
To ensure ODOT's proposal aligns with the objectives of the Village, the Rutland Village Council must pass legislation authorizing the State Director of Transportation to complete the project within the Village's corporation limits.
Ordinance 2025-31, sponsored by Councilmember and Planning Commission Member Madalyn Wood, would authorize ODOT to resurface Main and Salem street, and complete necessary ADA upgrades; however, the characteristics and locations of those upgrades, explains Mayor Eblin, would need to be considered and approved by the Planning Commission. Ordinance 2025-31 underwent its first reading on October 15, 2025 and was referred to the Planning Commission for further study.
Mayor Eblin explains the Planning Commission would need to collaborate with ODOT to ensure ODOT's plans meets the goals of the Planning Commission. The costs of any additional specifications not included in ODOT's original plan would be borne by the Village.
During its review process, the Planning Commission will examine proposed drawings and maps, and render a final decision on approval, including proposed amendments to Ordinance 2025-31 to include any approved drawing and plan specifications.
The first proposal to be introduced to the Planning Commission by the Mayor's Office includes the construction of curb ramps with sensory pavers and crosswalks at the intersections of Locust and Main street; Civic Center Drive and Main Street; Mulberry and Main street; Larkin and Main street; Salem and Main street; and Larkin and Salem street. This proposal will be considered by the Planning Commission during its next meeting to be held on Monday, October 26, 2025.
The Planning Commission will convene on Monday, October 26, 2025 at 7:00 P.M. in the Mayor's Office at Rutland Civic Center.
