RUTLAND—Village administration is announcing recycle bins leased by the Gallia-Jackson-Meigs-Vinton Solid Waste Management District have been relocated to Civic Center Drive, adjacent from the rear of the Rutland Civic Center.
In relocating the recycle bins, the Village released the following statement, "Due to continued misuse and contamination with garbage, and to ensure improved monitoring and enforcement, recycle bins previously located at Depot Street have been relocated to Civic Center Drive, to the rear of the Rutland Civic Center."
The Village is advising those who participate in the recycling program of the following:
Only recyclable materials are to be discarded in the recycle bins. These materials include paper, glass bottles and jars, plastics, metal cans and cups, and cartons. All other materials, including plastic bags, are strictly prohibited.
All recyclable materials are to be disposed of inside the recycle bin. Under no circumstance is any recyclable material to be placed on the ground, regardless if the bins are full.
Use of the recycle bins after 9 PM and before 6 AM is prohibited by Section 52.01 of the Rutland Municipal Code.
Ensure lids are kept closed after use.
Cameras will be installed and will record all use of the recycle bins. License plate numbers will also be captured. Persons found placing non-recyclable materials in the recycle bins, discarding materials on the ground, or using the recycle bins between 9 PM and 6 AM will be in violation of Section 52.01 of the Rutland Municipal Code and may subject themselves to a summons to appear in Mayor’s Court or County Court.
The Village's statement continues by stating, "The general public, including public officials, will no longer tolerate the use of recycle sites as illegal dumping grounds," and "The Village of Rutland appreciates the public’s attention to and cooperation in this matter, and looks forward to a continued partnership with Gallia-Jackson-Meigs-Vinton Solid Waste Management District in providing a recycling program for the community."
