Of the 22 public roadways maintained by the Village of Rutland, five necessitate new pavement overlay. The Village of Rutland Street Resurfacing Project is centered on the repaving of five of the Village's local streets, all of which have not been resurfaced in nearly 30 years.

The Project's total budget is approximately $98,000. This year, the Village of Rutland partnered with the Meigs County Engineer's Office and Meigs County Board of Commissioners to file with the Ohio Public Works Commission the third application for funding via the Local Transportation Improvement Program. Two prior OPWC applications filed by the Village were not awarded.
Of the 22 public roadways maintained by the Village of Rutland, six necessitate new pavement overlay. Five of the six requiring resurfacing have not been resurfaced since the early 1990s. The Village has submitted two applications for funding via the Ohio Public Works Commission to complete the project, once in 2022 and again in 2023. Neither grant applications were awarded to the Village.
The following streets have been selected for resurfacing should the Village receive OPWC LTIP funding:
Brick Street
College Avenue
Hill Street
Long Street
Mulberry Street
Union Avenue.
The proposed scope of work includes the application of a total, all streets proposed for resurfacing combined, 7,419 square yards of pavement overlay with one and one half inch thick 448 type 1 asphalt in total. No milling required for this project.
