The Village of Rutland Blighted Structures Abatement Project is a collaborative effort with the Meigs County Land Reutilization Corporation and Sunday Creek Horizons to obtain funding for and implement the demolition of eight blighted structures located throughout the community.

The Project is under the current administration of the Meigs County Land Reutilization Corporation through a partnership with the Village of Rutland and Sunday Creek Horizons. Information regarding budgetary figures for demolition projects in the Village of Rutland should be obtained from the Meigs County Board of Commissioners. Application for funding was filed with the Ohio Department of Development and remains under review.

Pursuant to Section 176.12 of the Rutland Municipal Code, the Mayor may order a dwelling or structure condemned if it satisfies one or more of the following conditions:
Interior or exterior bearing walls or other vertical structural members list, lean or buckle to such an extent as to weaken the structural support they provide;
Damage or deterioration of one-third or more of the supporting member or members, or one-half or more of damage or deterioration of the non-supporting enclosing or outside walls or covering;
Improperly distributed loads upon floors or roofs in which the same are overloaded, or which have insufficient strength to be reasonably safe for the purpose used;
Damaged by fire, wind or other causes so as to no longer provide shelter from the elements and have become dangerous to life, safety, morals or the general health and welfare of the occupants or surrounding residents of the municipality;Â
Dilapidated, decayed, unsafe, unsanitary or vermin-infested or which fail to provide the facilities essential to decent living or occupancy and are likely to cause sickness or disease or injury to the health, morals, safety or general welfare of those living therein or of the surrounding residents or of people at large;
Lacking proper light, air, sanitation or sewage facilities to protect the health, morals, safety or general welfare of human beings who live or occupy or may live or occupy therein.
Structural parts which are so detached that they may fall and injure occupants or the general public or property.
The structures addressed at 672 Brick Street, 680 Brick Street, 18 Depot Street, 54 Depot Street, 56 Depot Street, 34 Main Street, 243 Main Street and 448 Main Street were identified under the provisions of the Municipal Code as meeting conditions to be classified as dangerous structures.

On December 20, 2023, the Village of Rutland Building Department certified 672 Brick Street as a dangerous structure. On February 28, 2024, the structure was condemned by order of the Mayor. On March 11, 2024, the Rutland Village Council passed Ordinance 2024-13 authorizing the Village of Rutland to act upon and execute the demolition of the structure through a partnership with the Meigs County Land Reutilization Corporation. On March 12, 2024, notice of these proceedings was issued to the property owner, or next-of-kin, by means of certified U.S. mail.
680 Brick Street
On December 20, 2023, the Village of Rutland Building Department certified 680 Brick Street as a dangerous structure. On February 28, 2024, the structure was condemned by order of the Mayor. On March 11, 2024, the Rutland Village Council passed Ordinance 2024-14 authorizing the Village of Rutland to act upon and execute the demolition of the structure through a partnership with the Meigs County Land Reutilization Corporation. On March 12, 2024, notice of these proceedings was issued to the property owner, or next-of-kin, by means of certified U.S. mail.
18 Depot Street
On December 20, 2023, the Village of Rutland Building Department certified 18 Depot Street as a dangerous structure. On February 28, 2024, the structure was condemned by order of the Mayor. On March 11, 2024, the Rutland Village Council passed Ordinance 2024-15 authorizing the Village of Rutland to act upon and execute the demolition of the structure through a partnership with the Meigs County Land Reutilization Corporation. On March 12, 2024, notice of these proceedings was issued to the property owner, or next-of-kin, by means of certified U.S. mail.
54 Depot Street
On December 20, 2023, the Village of Rutland Building Department certified 54 Depot Street as a dangerous structure. On March 18, 2024, the structure was condemned by order of the Mayor. On March 18, 2024, notice of these proceedings was issued to the property owner, or next-of-kin, by means of certified U.S. mail.
56 Depot Street
On November 7, 2022, the Village of Rutland Building Department certified 56 Depot Street as a dangerous structure. On February 15, 2023, the structure was condemned by order of the Mayor. On March 11, 2024, the Rutland Village Council passed Ordinance 2024-16 authorizing the Village of Rutland to act upon and execute the demolition of the structure through a partnership with the Meigs County Land Reutilization Corporation. On March 12, 2024, notice of these proceedings was issued to the property owner, or next-of-kin, by means of certified U.S. mail.
34 Main Street
On February 15, 2023, the Village of Rutland Building Department certified 34 Main Street as a dangerous structure. On February 16, 2023, the structure was condemned by order of the Mayor. On March 11, 2024, the Rutland Village Council passed Ordinance 2024-16 authorizing the Village of Rutland to act upon and execute the demolition of the structure through a partnership with the Meigs County Land Reutilization Corporation. On March 12, 2024, notice of these proceedings was issued to the property owner, or next-of-kin, by means of certified U.S. mail.
243 Main Street
On March 20, 2024, the property owner granted a right of entry, consent to demolition and release from liability, authorizing the Meigs County Land Reutilization Corporation to demolish the structure.
448 Main Street
On March 15, 2024, the property owner granted a right of entry, consent to demolition and release from liability, authorizing the Meigs County Land Reutilization Corporation to demolish the structure.
The Meigs County Land Reutlization Corporation will be tasked with executing demolition of the structures listed under Phase 2 contingent upon the amount of funds awarded through the Ohio Department of Development. As of October 2, 2024, ODOD has not announced if the Meigs County Land Reutilization Corporation was selected for funding.
