Campaign will be set as a modified 'West Marches' type of campaign using DnD 5e rules
1-2 sessions per week that will be scheduled by the players on the fly.
There can be no regular party: each session could have different players drawn from a pool of (10-14) people
There would be an overarching plot to advance but players could always go on their own. The players will decide where to go and what to do. It will be a sandbox type of world that will be prepared for your shenanigans more or less. While there would be an overarching plot, there would also be an overarching environment.
Game sessions can start where they left off or be after a specified duration (days/weeks/months) of downtime or travel.
It should be known that the players decide where to go and what to do in advance (for the DM's sanity)
Session reports and notes can be shared between all PCs
There is a world map, that is potentially unreliable. All objectives, whether initial or late, that are discovered can be marked by players for exploration later on. NOTE: The map produced in-game will be by a character and is only reliable as that character's map-making abilities. It can be edited by players later.
Difficulty levels of content is loosely tiered. Think of this world as it uses real world mechanics and not video game mechanics. Enemy encounter difficulty (whether combat or not) can range from laughably easy to edxcruciatingly difficult. The real world does not cater to your "level". There are people stronger and weaker than you, the same applies to enemies and neutrals.
Everything else will be discussed on a session 0. Including starting levels, items, personal quests, etc.

It is an epic, high fantasy campaign.
Magic level of the world is: Low-level magic is common, but high-level magic is still rare.
Technology level of the world: Some are still on tribal-level, but there are nations, city-states, and various groups of interest who have resources that are on the level of pioneering technology advancement.
Firearms? Yes, they exist as 17th-century firearms. Gunpowder is just on its phase of early discovery.
In terms of settlements, cities and megacities exist and are known to each other provided that they are within the continent in which they are present. Towns and villages exist also but the current "meta" as to where to live is where the poleis are.
