Introduction
The reputation system for many factions have resulted in constant point fiending and attempting to only obtain rewards for completing a job and not a story. This new reputation system brings out more story-focused requirements and provides "Contractors" a way to form a story with their opposing force, environment, and allies. Much of this system is geared towards those that make a story, and it is advised you use it to it's fullest potential to make a story that you and others find engaging.
History
The Alumni’s history with hiring contractors is relatively short, beginning only in the late 2130s. Initially hesitant to rely on outsiders, they eventually recognized their usefulness, rewarding them with material goods or the trust of higher-ranking Alumnites. However, contractors were seen as second-class citizens, regarded as expendable alternatives to Alumnites and often looked down upon.
Their role expanded in the 2160s under Lucious' rule, as more wastelanders were drawn into the fold, creating a broader market for contract work. While this shift made contractors more prominent, they were still not considered equals. Most were not credible, loosely organized, and seen by some as unreliable or lacking the necessary skills for more serious tasks.
One of the critics of this system was Ichar, then Vice President. However, the issue took a backseat when a coup erupted in the early 2160s, forcing leading Alumni figures into hiding in the bunker while rebellion forces fought to reclaim the Campus. When the dust settled and Ichar emerged as the newly elected President, reform soon followed.
In the aftermath, a more structured system for contract work was introduced. Job boards were formally established, creating a more organized and "clean" way for contractors to take on and turn in assignments. While this provided some legitimacy, contractors were still not seen as equals, merely a more managed and efficient tool for the Alumni’s needs.
Origins
With the end of the Creolite regime and the Alumnis reformation into The Alumni of old with “Sevano Ichar” at the head, a need for extra helping hands is required to further The New Cause. With the Alumnis positive history with hiring mercenaries, soldiers of fortune and like-minded wastelanders the New Executive Directorate has established the “Loric Permit System”. The “Loric Permit System” is a means for wastelanders to earn desired perks and for the Alumni to have ample bodies to further their goals. It functions as a licensing system with higher tiers achieved only through loyalty and action. To get the permit one must complete the A.S.C.E.T.I.C. Test, the first step in a comprehensive scoring model utilizing pre war testing and assessment models to determine the aptitudes and ideals of wastelanders, allowing the Alumni to filter out undesirable actors and to identify desirable prospects.
In essence, Loric Permit Tier is a gauge of how reliable of a contractor they are to the Alumni. A Tier is lost or gained depending on the choices made by the player during a Quest, event, or contract. It is heavily encouraged to focus on building your character to advance through the tiers in a story focused manned to increase your relations with. Having a high renown in The Alumni may cause you to be condemned by some other factions.
As a Loric Contractor, you don't have origins within the Alumni, and aren't bound by their traditions in most cirumstances. This also leaves you out as an outsider, with you being treated as a tool rather than a human. Although more prominent in higher ranks, some lower ranking individuals also find them selves being more hostile to Contractors.
Example of how a high ranking individual may see Contractors of low standing as - "You’re definitely stupid, a little better than the regular joe.. But I guess you’re smart enough to hold a gun or find me what I need. Speaking of which, it's lunch time so let's do a test uh… find me a kebab, I am quite famished. "
Those that wish to prosper with the Alumni now have their avenue. The Loric Permit System allows those who believe in the Alumnis ideals or have the ability to do work for them but do not wish to join their ranks to find work. The following Tiers are the ladder that people may climb to gain notoriety with the people of the Alumni.

In its core function, a Loric Permit Tier is a gauge of how reliable of a contractor they are to the Alumni. A Tier is lost or gained depending on the choices made by the player during a Quest, event, or contract that the Alumni hosts. We encourage you to make reasonable decisions that your character would make if they were in that situation. Building your character and telling a story is heavily encouraged, as it not only builds trust among your peers, but also staff members.
Raising it is simple, obtaining the required amount and type of staff endorsement, alongside having completed the requirements for quests, events, or contracts. The above introduction provides you with an example of how one would obtain said staff endorsement. Being a storyteller, and someone who can make RP engaging is a key factor for being endorsed by staff.
Obtaining a tier from just contract, quests, and events or having a portion of your requirements filled is not set in stone. A Contractor who has assisted outside of a quest, event, or contract of their own volition and it results in a positive net gain for the Alumni, they may be awarded with not only a requirement fill-in such as having it count as a quest, event, or contract, but also material rewards like weaponry or even technology. Attending a quest will not guarantee that you will obtain or lose a requirement fill-in, your performance and how you behave OOCly will also be taken into consideration.
Having filled just the requirements will not be enough to advance to the next tier, you will also need the endorsement for certain ranked staff, or have to contribute more in a future quest in the event you did not engage enough in previous quest, event, or contract.
Quests are more larger and planned out hosts that center around decision making that will affect the faction, and its future to certain degrees. These quests may also involve other factions, or even act in collaboration with the CRH. Every quest will have a goal, reason for that goal, and a sort of conductor behind the scenes that drive the quest forward or in a certain direction. In difference to the quests that CRH hosts, Alumni quests may hold lesser degrees of freedom for the attendees, but will keep them engaged and with the story.
Alumni Quests are flexible, and can change between different people hosting them. Some may be more geared towards having the unaffiliated and players have more freedom, while others may be more rail-road in terms of story. This will also encompass if the conductor of the quest wishes to have unaffiliated make important choices, or have it be more rail-road as to prevent a more problematic outcome.
In practice, there are several kinds of quests, with some being important to the faction, and others not. Quests for materials or recovery of something important to the Alumni usually is less important, and will have less of an impact on the story, and will usually not give anything ground breaking for rewards. Quests that are more geared towards the Alumni collaborating with other factions, or against other factions will, in most cases be more important for the Alumni. You are likely to gain something decent, even if it is not an Item. Story Quests are usually less unaffiliate or player choice dependent and are very important to not just the faction, but the game's story itself. They employ large amounts of planning and the rewards are more unique or desirable. Not everyone will get the same reward, those who have better contribution may get more, while those with lesser contribution may not get anything at all.
Quests will be scheduled within the Alumni's #schedule channel, alongside Flashstorm's #rp-hosting. They are likely scheduled to occur at or within a week's time, a time and date will be set for the quest. Quests hosted by the Alumni are in most cases, slotted using first-come-first-served basis for the Alumni internally, and through a lottery system. This ensures that there is a opportunity for everyone to be involved in the quest. The information on the post for the quest will usually outline a Location, Time & Date, a Basic Introduction as to what to expect on the quest, or what not to, and possibly a List of Rewards that may be able to be obtained.
Events are typically very large hosts, dwarfing quests in importance and scale. They are large operations that happen rarely and have a major impact on the path a faction strides on. They hold high risk, and even higher rewards. These events are likely to grant you a good reputation among people if it goes well.
Lying about your Reputation Level is grounds for moderation. You will also be blacklisted from all subsequent Quests that are hosted by Flashstorm. Please be truthful and do not try to lie.
It is encouraged that you add your reputation level with each faction to your character biography if you are making use of the new system. This will make it easier for factions in the game to recognize your status and react to your presence accordingly. This is not mandatory, but heavily encouraged.
Contracts are long, or short term jobs for those with a Loric Permit, offered either by individuals, consortiums, or even an entire branch. These jobs offer a way for contractors to assist in the growth of supplies of a consortium, or a checkmark on the clipboards of an SRB Agent. Rewards are smaller than larger scale quests or events, but these are more steady. Contracts of less importance will be superficial in impacting on your requirements, but they will prove to be a steady way to climb.
Contracts can be picked up by any Loric Permit owner above, or at Tier 5 within the #side-quests section of The Alumni Discord Server. Claiming or turning in a quest can be done within the same category, a separate channel, same category. Rewards will be given via the same channel.
Contracts offered by consortiums usually hold more importance, and the rewards tend to be far more worthwhile. Most jobs are long term or high risk ones, with steady rewards in contrast to quests.

If you don't find your question here or you think the answers here don't quite perfectly address your situation DM a MR+ in the faction or ask in the #questions channel in our discord.
Q. This system seems like it might reward friends of ranked members rather than the community in general, is this something you are aware of? Do you have measures to prevent inner circling?
A. Yes, There will be flat requirements to raise tiers. ICly/OOCly characters can not progress without actually doing things to earn said “Promotions”. While friends might be noticed more by staff, that doesn't mean they don't have to hit those requirements. The Team is fairly committed to maintaining the reputation system.
Q. So do I have to actually take a test to RP Tier 1, Tier 2, or Tier 3? Why does it say OOCly there are no requirements but ICly says I have to take the test?
A. No, the first 3 Tiers are open to anyone to roleplay, they serve more as flavor for people to RP progression and IC development early on.
As your character grows, there might be many opportunities for your attire to change, and begin be more fitting alongside Alumnites. Adopting their culture, fashion, and way of speaking.
