All ADSY PEP districts/schools will complete a Strategic Plan for their summer program. The Strategic Plan Tool is based on the ADSY PEP Summer Learning Framework which is aligned to the evidence base on summer learning. The framework includes nine planning categories related to Design and Implementation, Academics and Enrichment, and Operations. Each part of the plan includes narrative and artifact requirements and success criteria that illuminate research-based best practices and program requirements. The tool helps leaders layout out a planning process, make program design decisions, and develop core components for program implementation.
Strategic Planning Tool
Every section of the Strategic Planning Tool has:
Success criteria aligned with research based best practice and program requirements.
Narrative questions and Tables/Exercises to support collaborative planning, decision-making, and program design
Artifacts requests to develop resources for your summer program
The Strategic Plan includes interactive tools to help determine program capacity and develop key aspects of the program including: program vision, goals, and data collection plans; student recruitment goals and outreach strategies; staffing structure, hiring timeline, job descriptions, and professional development plans; academic and enrichment selection plans; schedule; and budget.

The checklist includes initial tasks for new LEAs to onboard to ADSY PEP (make a copy).
The role of the learning community is to support ADSY PEP project managers, and their teams, to lead strategic planning and ongoing program reflection and revision by:
Providing access to thought leadership and guidance
Creating opportunities for peer review and consultation
Learning Community workshops are rooted in, and driven by, the ADSY PEP planning tools that are grounded in evidence-based research and practices. Over the course of the year, Learning Community events will emphasize key areas of these tools to help LEAs advance and evolve their planning.
