Demand driven revitalization of industrial sites

The presentation offers preliminary results of a four-year study into how (e)development of business and industrial parks can be improved by using “demand driven” approaches. In particular, we will focus on a multiple-case study of seven cases situated in seven municipalities in the Province of Overijssel. In all cases the Restructuring Agency of Overijssel (HMO) has played an important role, and in all cases impressive results have been obtained regarding private investments, effects on employment and development of economically vital and future proof areas.
Each case has been ‘reconstructed’ and described according to a new practice-based process model, using available documents and interviews with HMO and local governments. The presentation will focus on the role of HMO, and provisional “lessons learned” about effectiveness of the working methods they use. A considerable challenge will be briefly discussed: how success factors can be identified that could be applicable in other, comparable, situations. Another point for discussion is how to address the next phase of the study, which is how, and to which degree, local government can implement these working methods in their daily practice.
