If your spouse arrives in Rota without you (e.g. spouse executes PCS before you, or you are deployed when your spouse arrives), your spouse will need Power of Attorney (POA) to execute required base check-in.
Some check-in locations will not accept a general POA and will require a Special POA (SPOA).
SPOA templates can be completed and saved as a PDF from here: https://www.jag.navy.mil/legal_services/SPOA.htm . The printed SPOAs must be legally notarized.
These are the most important SPOAs to obtain:
SPOA-Personnel Support Detachment (Allows the grantee to represent a wide range of your interests, from DEERS/TRICARE enrollment, to obtaining copies of SGLI paperwork and Page 2 information, and most importantly to obtain a Page 13 Sponsor Letter which grants base privileges to dependents.)
SPOA-HouseHold Goods (Covers HHG and POV pick-up/drop-off and damage claims)
