***Before going through all the steps listed below, contact/research the AMC terminal, any commercial airlines that may be used, and the Rota Navy Lodge, as well as Spain’s breed restrictions to ensure your dog’s breed is allowed on flight(s) and in the hotel. Phone numbers and other information listed below.***
***AMC flights DO NOT breed discriminate due to pets being part of active duty members orders BUT do have WEIGHT RESTRICTIONS (150lb WITH kennel). Pets up to 70lbs will be charged as 1 piece of luggage, 71-140lbs will be charged at 2 pieces of luggage and pets 141lbs-150lbs will be charged as 3 pieces of luggage. Double checking is always a good idea though.***
***If you have a family that is staying in the Navy Lodge/if you are staying in the Navy Lodge until you find housing in Rota, tell your Spouse Sponsor you will have a pet so they can make reservations accordingly.***
All dogs must be identified with a 15-digit microchip in order to be registered in the Spanish database upon arrival. (For all breeds of dogs)
All dogs must get a 15 digit, even if they have a 10-digit already.
The rabies vaccine MUST be administered AFTER the microchip within 21 days of entering Spain. The rabies vaccine certificate MUST be signed in BLUE ink by a vet. (For all breeds of dogs)
All dogs need to be up to date on other vaccines before going over, if needed. (For all breeds of dogs)
Example: I updated my dogs Lepto and Bordatella vaccine so I didn’t need to once getting to Spain.
4. Every dog needs a EU Health Certificate (Veterinary Certifiacte). These are only valid for 10 DAYS. MUST OBTAIN WITHIN 10 DAYS OF ARRIVING IN SPAIN. (For all breeds of dogs)
Mayport Base Veterinarian, NAS Jax Veterinarian, and Kings Bay Veterinarian are the closest/easiest to do steps 1-4.
A military approved Veterinarian is also an option.
Another option is to go to an accredited veterinarian in Jacksonville who is allowed to administer Overseas Health Certificates.
The Health Certificate will include the following:
Identification of the owner(s) for the animal(s)
Description and origin of the animal(s)
Microchip number, location and date of insertion
Info on the rabies vaccine
BE AWARE THE NS MAYPORT, NAS JAX, AND KINGS BAY VETS WILL BE TAD THE FIRST TWO WEEKS OF MARCH. THEY WILL NOT BE ABLE TO ADMINISTER EU HEALTH CERTIFICATES AT THAT TIME.
You can contact NS Mayport, NAS Jax, or Kings Bay to schedule an overseas health screening/certificate appointment.
If There are No Appointments at NS Mayport or NAS Jax, Follow the Steps Listed Below:
Make an appointment with an accredited veterinarian in Jacksonville, who is allowed to administer an EU Health Certificate. You may have to call around to find the cheapest option. Harbour Place Animal Clinic is the cheapest I’ve found who charges $75.
Make an appointment in Gainesville, FL at the USDA office in order to get your dog’s Health Certificate verified. Phone number listed below. Dogs DO NOT need to go to Gainesville, owner just needs to take Health Certificate there in order to get it verified.
The Health Certificate timeline starts when the VETERINARIAN signs the Health certificate. NOT when the USDA verifies it.
Example: We flew out of Norfolk on March 10th, so I am took my pit bull to NS Mayport on March 4th to obtain his health certificate. I went to the USDA in Gainesville, FL on March 5th to get it verified because we saw a CIVILIAN VET at Mayport, not the verified military vet. This means the health certificate was valid when I arrived in Spain on March 11th.
5. Buy an airline approved dog crate. Requirements are listed on the AMC website listed below. "Pet Owners must provide a separate food & water supply source that can be fixed inside the container or attached to it and have food/water available to replenish for your pets needs.” - AMC terminal website. Picture below. (For all breeds of dogs)
6. Obtain a record of the owner’s police record. (Specifically for owners of dangerous breeds.)
***If you have a nervous, anxious, easily scared animal, I recommend TALKING TO YOUR VET to see what the best options are regarding calming supplements or sedatives for the flight.***
It was our dogs first flight (I was more nervous for him then he was about flying) so I bought all natural melatonin dog treats to give him at the airport and for the flight. I preferred doing that rather than a sedative because he was awake and functional, just very calm. But again, TALK TO YOUR VET.
***Keep in mind there is NO REIMBURSEMENT for pet expenses!****
Commercial flight are very expensive ($1000+) for pets and the Navy will NOT reimburse you for this.
Example: We are driving from Jacksonville to Norfolk to avoid this fee. There is NO penalty for NOT taking your scheduled commercial flight from Jacksonville to Norfolk.
UPON ARRIVAL IN SPAIN:
All dogs MUST be registered with the Rota base veterinarian within 15 days of arrival. (For all breeds)
If you plan on traveling with your dog throughout Europe, your dog will need a Pet Passport, which will be apart of the registration process at the Rota base veterinarian.
You are required to keep proof of vaccination and microchip with you at all times when walking your dog off base.
Leishmaniasis is a parasite that is common in Spain, transmitted by Sand Flies so upon arrival, talk to the Rota Vet about getting this vaccine for your dog as well as other parasites common in the Spain region.
For Dangerous Breeds:
Obtain certificate of physical ability. (The owner must go through a strength test).
Obtain certificate of psychological aptitude (the owner must take a psychological exam).
Purchase liability insurance.
Apply for registration at the Town or City Registry of Potentially Dangerous Animals AND obtain a license within 30 days.
Comply at all times with the safety measures.
Once registered, owner needs to carry the dog’s ID card and registration documents on them at all times when in public.
Dog must wear a muzzle at all times in public and have a short leash. If not, owner will be fined by the Spanish police.
I am trying to determine the requirements for a “muzzle” and the requirements for a “short leash”.
In Order to Qualify for a PDA (potentially dangerous animal) License:
Must be 18 years or older
Must have a clean police record showing no convictions for the crimes of homocide, torture, assault, sex-related offenses, drug trafficking, association with illegal armed groups, or otherwise having been banned by court order of the right to own PDA.
Must be physically and mentally able to own and control PDA.
Must have proof of contract of an insurance policy on the animal(s) with liability coverage of at least 120,000 Euros.
