In the book "PREXIT: Forging Puerto Rico's Path to Sovereignty", Javier A. Hernández proposes that Puerto Rico be divided into eight (8) Autonomous Regions (Regiones Autónomas) that would have regional sovereignty, powers, and their own regional governments. Each Autonomous Region (named after historical Taino regions) would be administered by an elected Regional Council and a Regional Parliament.

Javier also proposes a ninth (9th) non-territorial Autonomous Region of the Puerto Rican Diaspora that would serve and represent the over 6 million Puerto Ricans in the United States. The small island of San Juan (made up of Old San Juan and Puerta de Tierra) would become the San Juan Bautista National District. Río Piedras and Santurce would become autonomous municipalities.

The Autonomous Regions would be divided into Provincial Districts made up of 2-4 municipalities. Provincial Districts would serve as electoral districts, judicial districts, and inter-municipal shared services entities. All municipalities would have local autonomy, yet would share various authorities and responsibilities with the Autonomous Regions.

The islands of Mona, Monito, and Desecheo would be formally incorporated as the Territory of Aymoná.
