Proposed National Constitution for the Republic of Puerto Rico

This proposed National Constitution for the Republic of Puerto Rico was drafted by Javier A. Hernández in November 2019. After years of research and learning about constitutional law and the best constitutional models of the world, Javier developed this proposed National Constitution for a federalist, democratic, and parliamentary government of the Republic of Puerto Rico. This constitution is intended to serve a sovereign Puerto Rico, whether fully independent or in free association with the United States.
