NPHIs benefit from having capacity to develop strategic partnerships and effectively manage stakeholders given the multisectoral network necessary to effectively fulfill mandates and manage emerging public health threats. Establishing and maintaining partnerships is complex and requires an intentional approach as priorities, operations, and funding models differ between partner organizations. This module helps NPHIs understand and integrate the needs and interests of different local and external partners that expect services from the NPHI while being strategic about growth and success by identifying opportunities for new partnerships and priorities.
Enable the NPHI to identify and prioritize key partners and provide support in developing a partnership strategy that addresses challenges and guides partner engagement.
Map and understand the current nature of relationships with NPHI partners.
Identify expectations from each stakeholder and their ability to impact an NPHI.
Create a partnership action plan that includes approaches to negotiating, forming, and maintaining partnerships with key stakeholders.
NetMap is a form of participatory action research that builds on the concepts of social network analysis. It is useful in determining linkages, levels of influence, and goals allowing users to be more strategic about how they act in these complex situations. It will helpl NPHIs to answer questions such as: Do you need to strengthen the links to an influential potential supporter (high influence, same goals)? Do you have to be aware of an influential actor who doesn’t share your goals?
Stakeholder engagement and management is an essential skill for NPHIs to master. Ensuring stakeholders understand the priorities of NPHIs, and vice versa, is essential and key establishing long-term partnerships.
In stakeholder management, influence can be defined as stakeholder’s relative power over and within a project. Understanding how influential stakeholders are is an important step in developing a partnership strategy and action plan that is tailored to NPHI and stakeholder needs.
Goals are broad statements that are consistent with and built from the mission. Strategic objectives are high-level objectives that help provide strategic focus. In this step, NPHIs review what goals, strategic objectives, and activities are and then draft new goals, strategic objectives, and activities focused on strategic partnerships.
