For newly initiating NPHIs, often functions performed by existing entities such as the Ministry of Health; are taken over by NPHIs and this reassignment of roles can lead to confusion about who is meant to be doing what in the system, including potential gaps and overlap in roles. There may also be a lack of communication between different functions. For NPHIs that are more established, there is often a need to ensure that NPHI functions, and roles are clearly defined within the broader health system, as well as to promote periodic reflection on whether NPHI functions are fit to address the evolving public health context.
This module is designed as a ‘first step’ that aims to guide NPHIs through the process of articulating the public health functions they take on; identify areas in which role confusion, overlap in roles, system bottlenecks, etc. might be present; and determine the future modules that will best support NPHI development
To guide NPHIs to reflect on and strengthen their role in performing public health functions
Provide guidance and tools needed to review functions and complete a decision space analysis and support application across 2-3 NPHI functional areas.
Facilitate activities and provide resources to develop a process map of the current and ideal system for 2-3 NPHI functional areas that identifies bottlenecks and opportunities for improvement.
Facilitate activities and provide resources to identify and explore gaps and/or root causes of challenges using fishbone/SDT gap analysis.
Identify strategic priority areas for organizational strengthening and identify organizational modules that can be implemented to support NPHI development.
Decision space analysis (DSA) is an approach that uses matrices to identify who the decision makers are for key activities, providing an effective way to identify activities where no one, or where multiple people/organizations, appear responsible.
Process mapping is a collaborative exercise to identify and develop strategies to address bottlenecks and/or pain points experienced by the NPHI. It is based up on the DSA matrix and activity and allows for continuous review and validating.
Root cause analysis (RCA) is a systematic approach to problem-solving by identifying why the problem occurred and how to address them. This step will help determine the gaps and/or root causes of issues identified by the NPHI to begin identifying potential opportunities for improvement and follow-on modules for prioritization,
Once all major issues and root causes are identified, the next and final step is a prioritization exercise that allows for teams to collaboratively identify strategic priority areas for organizational strengthening and the organizational modules that can be implemented to support NPHI development.
