Staff Recommendations:
3513 Chartres Street is a newly constructed residential building located in the Bywater Historic District. The applicant is requesting to raise the existing fence height to 10 feet, which conflicts with both the HDLC Design Guidelines and the City of New Orleans Comprehensive Zoning Ordinance (CZO). While staff understands the applicant’s desire for increased privacy and security, the proposed fence height is inconsistent with the standards for historic districts. A fence of this scale would disrupt the visual consistency of the streetscape, appear out of proportion with surrounding properties, and could set an undesirable precedent for similarly oversized fences in the area. For these reasons, staff recommends denial of the proposed fence height increase.
