Description: Demolition of over 50% of the roof structure at a Contributing rated, one-story, single-family residential building.
Staff Recommendations:
FEMA research states that the building was constructed in 1922 within the Uptown District Period of Significance. The building is currently a modest, but ornamental Mediterranean Revival-style one story raised basement bungalow with a terra cotta parapet, fan lights, sculpted stucco arches, and terraced front porch. The proposal seeks to create a second story addition by removing 84% of the roof structure.
HDLC staff objects to such a major alteration to the existing structure. HDLC demolition thresholds were implemented to prevent dramatic modifications to the building's appearance and character and to safeguard the building's orginial form. A full second story addition will radically change the building's massing. Furthermore, the removal of the terra cotta tile on the front slope of the roof parapet removes a defining feature of the front facade.
For the foremention reasons, Staff recommends denial of demolition of the roof structure. HDLC staff has recommended an alternate proposal to set the new addition at least 30'-0" back from the front facade, retaining the terra cotta cladded parapet, and allowing a multi-story rear addition if further interior square footage is required.
Recommendation: Denial of demolition of 84% of the roof structure but approval of the demolition of roof structure at least 30' back from the front exterior wall.
