Introducing the HDLC Express Lane!
The HDLC launched a new initiative on November 1, 2025: the HDLC Express Lane that includes a dedicated HDLC Express Lane Team and telephone line. This initiative is modeled on the Business Express program developed by the New York City Landmarks Preservation Commission. The goal is to provide enhanced customer service and assistance to the historic district property owners, better guide them through the application process and ensure they get their Staff Level approvals quickly and easily.
Proposed work that meets the HDLC Design Guidelines will be able to be approved within 1-3 business days provided the application is complete and all requested information has been submitted. See attached flyer for a list of items that qualify. The property must be in compliance with the HDLC at the time of application.

Yvette Tyler, HDLC Principal Architectural Historian, is the leader of the HDLC Express Lane team. She routinely provides extraordinary service to the public and will be the primary point of contact for this initiative.
