Staff Recommendations:
1021 Poland Avenue was constructed between 1920 and 1930 and first appears on the 1937 Sanborn Fire Insurance Map. The applicant is requesting the retention of an accessory structure that was constructed without a Certificate of Appropriateness (CofA).
According to the HDLC Guidelines, secondary buildings and accessory structures should remain subordinate to and visually compatible with the primary building, without compromising its historic character. The existing accessory structure meets these criteria, as it is both subordinate in scale and compatible in design with the main residence.
While staff notes that the structure could ideally be set back further on the lot, it is acknowledged that much of the existing form incorporates a previously existing carport (see photos below). Given this context, staff finds the proposal generally consistent with the Guidelines.
Staff recommends approval under the proviso that the aprons on all windows be removed, and that proper wood trim be installed to ensure visual consistency with the historic character of the property. Additionally, any modifications required by zoning, safety and permits should be reviewed and approved by the HDLC prior to installation .
