Social Development Unit
The Community Development Unit in KALAHI-CIDSS is the part of the program that helps communities organize, decide, and act together to improve their lives through participatory development.
Kalahi-CIDSS is a community-driven development (CDD) program implemented by the Philippine government through the Department of Social Welfare and Development (DSWD). Its primary goal is to empower poor communities to identify, plan, implement, and monitor sub-projects that address their priority needs, such as roads, water systems, health facilities, and education programs.
The program emphasizes:
Participatory Planning – Communities engage in Barangay Assemblies to identify needs and propose projects.
Capacity Building – Training is provided to local residents to strengthen their skills in project management, budgeting, and governance.
Transparency and Accountability – Communities monitor the projects themselves, promoting responsible use of resources.
Sustainable Development – Focuses on projects that provide long-term benefits and enhance local resilience.
Overall, Kalahi-CIDSS fosters local empowerment, collaboration, and good governance, making community members active participants in their own development rather than passive beneficiaries.
The SDU focuses on the Social Preparation stage of the project cycle. Their work ensures that the infrastructure built (like the bridge in your earlier photo) is actually what the community needs and that the community is capable of maintaining it.
Social Preparation & Facilitation: They oversee the Community Empowerment Activity Cycle (CEAC). This involves teaching villagers how to identify their own problems, prioritize needs, and propose solutions.
Inclusion & Gender Equality: The SDU ensures that marginalized groups—such as women, Indigenous Peoples (IPs), the elderly, and persons with disabilities—are not just present, but actively participating and leading in the decision-making process.
Capacity Building: They design and monitor training for community volunteers. This includes teaching them about leadership, conflict resolution, and how to conduct a "Participatory Situation Analysis" (PSA).
Grievance Redress System (GRS): The unit often manages the system where community members can report issues, corruption, or delays, ensuring transparency and accountability in the program.
Institutionalization: They work with Local Government Units (LGUs) to "socialize" the CDD approach so that even after the KALAHI-CIDSS funding ends, the local government continues to use participatory planning with its citizens.
At the field level, the work of the Social Development Unit is carried out by:
Social Development Officers (SDOs): Based at the Regional or National level to provide policy and technical guidance.
Area Coordinators (ACs) & Community Facilitators (CFs): The "boots on the ground" who live in or frequently visit the municipalities to implement the SDU's social strategies
