The overall implementation of the Program FM shall be divided into two: the DSWD Financial Management Division Chief of the field offices shall be responsible on the mainstreamed financial procedures and processes while financial planning and budgeting shall be under the direction of the Regional Program Manager or its equivalent, as designated by the Regional Director.
