The PCRP capacity building program will focus on four major learners: (i) the community volunteers and officials: (ii) core staff of the Municipal Local Government Unit (MLGU); (iii) core team of each major partner agency; and (iv) NPMO and RPMO staff. Table 4 provides a provisional list of key learning agenda items for each of the major learners. These learning agenda covers desired results in terms of the 3 areas of increased knowledge, enhanced skills and behavior change.
The capacity building (CB) process will follow a cyclical process of needs assessment; developing the CB design and program; execution of the CB activities and monitoring and evaluation. The needs assessment will involve various techniques to capture the gap between baseline/current capacity against competencies that are required to perform the expected roles/functions. Various methodologies will be used for CB needs assessment such as self-administered questionnaires; focused group discussions; key informant interviews; skills demonstrations.
