PHILIPPINE COMMUNITY RESILIENCE PROJECT
The Philippine Community Resilience Project (PCRP) is a government-led, community-driven development initiative designed to strengthen the capacity of poor and vulnerable communities to anticipate, adapt to, and recover from shocks such as pandemics, economic disruptions, and climate-induced natural disasters. Anchored on the objectives of the Philippine Development Plan (PDP) 2023–2028, PCRP aims to promote inclusive, resilient, and sustainable development by integrating human development, social protection, and good governance at the community level.
PROJECT DEVELOPMENT OBJECTIVE
"Strengthen community capacities for participatory resilience planning and deliver resilience investments in vulnerable areas."
Through this objective, PCRP directly contributes to the PDP by:
Enhancing community-level capacities for risk-informed, participatory planning;
Improving targeting and access to resilient infrastructure, livelihoods, and social investments in vulnerable communities; and
Supporting shock-responsive and inclusive mechanisms that protect poor and at-risk households from the impacts of disasters, climate risks, and external shocks.
The implementation of the PCRP shall be anchored on the following guiding principles and operational strategies which are consistent with those of the Social Protection Plan – Adaptive and Shock-Responsive Social Protection - SPP-ASRSP and draw from the good practices of the community-driven development (CDD) approach:
