The Supreme Council forms the country's Executive where laws and regulations ratified by the National Assembly are executed. It is essentially 'The Government'.
The Supreme Council consists of 12 elected counsellors, each elected for a 6 year term. The same counsellor can be elected for a maximum of two terms only.
Candidates for the Supreme Council must have been born in Heladiva or if naturalised as citizens must have lived in Heladiva continuously for at least 15 years. A Supreme Council candidate must be a person of good standing without any criminal convictions in any jurisdiction or declared as bankrupt at any point in time. A Supreme Council candidate with a conflict of interest (e.g. who has served as a top ranking military officer or a CEO of a company) needs to have had at least 5 years of separation from such conflicts of interest. All Counselors of the Supreme Council are perpetually legally accountable to the Independent Council against Corruption and Due Process (ICCDP).
Supreme Council elections are held every 3 years (on the 1st Saturday of March) where half of the Council is up for election. When elected, the successful candidate heads their relevant government agency.

Supreme Counsel for Equity
The chair of the Supreme Council is rotated equally between Supreme Counsel for Health and Wellbeing (State Affairs) and the Supreme Counsel for The Treasury (the Treasurer). The Chair of the Supreme Council facilitates council meetings according to the constitution and upholds the sacred Hela values of Humanity, Wisdom and Self-sufficiency. The Chair when in the role has no voting rights, for reasons of impartiality and for avoiding even voting outcomes (Only 11 votes available - an odd number).
The role of the Supreme Counsel for the National Assembly (Prime Minister) is to represent the Supreme Council (The Government) at appropriate functions as well as to advise The Sovereign of matters before the Supreme Council. He or she also informs the Supreme Council of matters before the National Assembly and to introduce the Supreme Council's bills to the National Assembly.
The Supreme Council convenes on the 4th week of the month (Monday through to Friday). There are at least 9 sittings a year, each 5 days in duration. All 12 Counselors (or their representatives as per constitution) must be present to convene a Supreme Council meeting. Matters before the Supreme Council shall only be passed or rejected on a majority conscience vote.
Prime Directives of the Supreme Council
Uphold the sacred Hela values of Humanity, Wisdom and Self-sufficiency
Uphold the common good, the principle of equity, Hela culture and traditions, Hela sovereignty and the territorial integrity of Heladiva
Veto laws or regulations or judgements (e.g. instituted by Community Councils, Regional Assemblies, the National Assembly or the Judiciary) that violate the sacred Hela values of Humanity, Wisdom and Self-sufficiency AND veto laws or regulations or judgements (e.g. instituted by Community Councils, Regional Assemblies, the National Assembly or the Judiciary) that violate the sovereignty of the Hela Culture, the territorial integrity of Heladiva, the primacy of the Theravada Buddhist tradition and the Hela Principle of Equity.
When necessary declare emergencies and in consultation with the Sovereign mobilise the defense forces
Appoint Judges to the Supreme Court
Appoint Governors to the Regional Assemblies
Collect and distribute Taxation.
