The Regional Assembly forms the Island's Regional legislature where laws and regulations that impact respective regions are made, amended or repealed. There are 9 Regional Assemblies representing the 9 geographic regions (provinces) of the Island.
Each Regional Assembly consists of 11 representatives from the Province's 11 Community Councils (i.e. the Community Counsel for the Regional Assembly from each council) and one appointed Governor by the Supreme Council. Together, they constitute their regional assembly. The Governor invites each counselor to take on a specific role as shown below and will assess their performance on an ongoing basis. All representatives of the Regional Assembly including the Governor are legally accountable to the Independent Council against Corruption and Due Process (ICCDP).

Regional Counsel for Equity
The Chair of the Regional Assembly is the Governor. The role of the Chair is to facilitate Regional Assembly meetings according to the constitution and to uphold the sacred Hela values of Humanity, Wisdom and Self-sufficiency. The Governor has no voting rights, for reasons of impartiality and for avoiding even voting outcomes (Only 11 votes available - an odd number).
Regional Assemblies convene on the 2nd week of the month (Monday through to Friday). There are at least 9 sittings a year, where each sitting is 5 days in duration. All 12 counsellors (or their representatives as per constitution) must be present for the Regional Council to convene. Matters before the Regional Assembly shall only be passed or rejected on a majority conscience vote.
Prime Directives of the Regional Assembly
Uphold the sacred Hela values of Humanity, Wisdom and Self-sufficiency
Debate and vote on regional issues according to conscience. In all discussions and debates, the paramount consideration is collectively: the common good, the principle of equity, Hela culture and traditions, Hela sovereignty and the territorial integrity of Heladiva
Enact, amend or repeal regional laws and regulations that apply to their regional area.
