Proposal for Reducing Minimum Block Span for the Warning Rule from 50 Years

We're currently holding the voting which decides that whether we should reduce the minimum block span for the warning rule from 50 years. In my decision, I agree to do so.
Firstly, I agree that we should block the person who violated the policy 3 times for at least 3 months (or longer if it's a serious vandal) for the first time, at least 1 year (or longer or even an indefinite block if it's a serious vandal) for the second time, and an indefinite block for the third time. Also, for all definite block spans, the block span must be less than or equal to 3 years. I think that the original block span for the second block (50 years) is too ridiculous, as the person may eventually die before the block expires.
Secondly, I agree that if the person received 3 warnings, they must be blocked immediately. However, some users who already received multiple warnings and they are still not blocked. Even if they are being good at the past, they should also be treated equally.
Thirdly, I agree about the policy about the apology. After an apology is accepted, admins should add the status to the format. The warnings are still valid if they haven't put a message of justification or an apology message.
Therefore, I agree to reduce the minimum block span for the warning rule from 50 years.
