Santiago is very quiet, keeping to himself in his office for the most part. But just because he's silent doesn't mean he doesn't have a lot to say. Most of his thoughts are produced onto paper, typically for nobody else to ever see. Members will ask him about his writing but he is very hesitant to show them. He has a lot of self-doubt. Many people will say they've never seen him smile—but his emotional stillness comes more from a lack of interest rather than sadness. He feels like he does the same thing constantly. Sometimes this doesn't bother him since it is what he loves to do, but other times it starts to make him feel robotic. Since nobody ever pays too close attention to him, he'll go off and wander the realms or do something thrilling just to feel "alive." He then goes back and writes about these things, and continues his job until he gets bored again. Over the years, Council members have left him alone because they perceive his nonverbal behavior as wanting to be avoidant of people. This is far from the case. He enjoys interacting with others but usually doesn't know how. He decides not to engage in fear of being awkward or doing something he shouldn't. One of his biggest fears is making mistakes—so he goes out of his way to never begin to make them.
Santiago is a very wise man. Many people see Jaya as the knowledgeable all-seeing eye of the group, but really that title should go to Santiago. People tend to miss this side of him though since they don't tend to communicate. Jökull, on the other hand, who bugs him all the time, knows of this wisdom. No matter if he's drunk and sad or letting all hell break loose, Santiago always has some thoughtful way of resolving his problems. Jökull is really the only Council member who consistently interacts with Santiago. Raymond is a close second, but nothing compares to Jökull's bothersome everyday behavior towards him. The two have a very strange relationship, but that's really the one he can keep semi-stable.
