Hibiki is the textbook definition of a menace. He loves to mess with people. Whether it's making making fun of people, digging up dirt on peoples pasts to haunt them, or just making their lives miserable, he does it all. Most people ask why, and the reason is: for fun. He enjoys seeing people miserable. Nobody on the Council has every really liked Hibiki's presence, but it has never seemed to affect him outwardly. He approaches all of this with an extremely chipper demeanor, never failing to have a smile on his face. His jovial attitude adds to peoples despise of him. Multiple times he has been on trial to get kicked off the Council, but they have never succeeded. Often times he has been described as not even being good at his job—leaving most of the work to either No. 2, No. 6, or No. 7.  Instead, he spends his time cooped up in the Library of Life, where nobody can reach him. The real reason he is kept around is because of how knowledgable he is about the Ghost Universe. Some people believe it's age, others think it's because of how much time he spends in the library. If anyone has any hyper specific questions he is almost bound to have an answer. Hibiki is also very secretive. He rarely talks about himself, leading many people to believe that the things he has boldly claimed about himself are false. 

Though Hibiki appears very confident and crass, he has a soft side. Most people aren't aware of any empathy he may have, mainly because he only lets it show in little amounts or to specific people. For example, he acts extremely vulnerable around Yrjö, but no one else. Yrjö has questioned this multiple times, but Hibiki has never given a clear answer. Hibiki's biggest weakness is when people flirt with him, which never tends to happen, but he becomes flustered very easily.
