REALMS: The Ghost Universe is made up of many different realms. Some are easier to travel to than others. All members except for No.1 have to go to a specific area to travel between realms (the area also depends on the realm). No.1, however, can travel freely from any point in the universe. Some realms also are so far away from the Council that they aren't picked up by No.10's whereabouts machine. A Council member is supposed to notify another member if they're traveling to one of these realms, but often this rule is a lot more lax than it should be.
DOUBLE: Double is the term used to refer to ghost poison. There are different levels of this poison, 1-10. 1 is the weakest level, it can cause a ghost to experience minimal blood loss or potential temperature drops. 10 is the strongest, meaning a ghost is most likely to die. Double can be injected, put in pills, or coated on weapons. Double is only available to Council members and is heavily restricted. There is medicine that can reverse the effects of double, but the stronger it gets the harder it is to reverse
HOW GHOSTS FUNCTION: Ghost bodies are a lot different from regular human bodies. They don't need food/water, sleep, oxygen, pretty much anything that the human body needs. While they can choose to eat and sleep, most don't. Their bodies are pretty much just absent of any organs, but they do have structure. The only thing is their bodies are made up of liquid that is called "blood." It isn't necessarily blood, but that is just what it resembles. Ghosts are also always one temperature. No matter if it is snowing in one realm or a desert in the other, they will always stay a perfect, comfortable temperature. There is one exception: if they are damaged with low levels of double, their temperature can drop. Once the temperature drops they will slowly fade until they finally die, unless they are promptly tended to.
HOW ARE GHOSTS CHOSEN FOR THE COUNCIL? Once a person has died and a Council spot has opened, a handful of random people are asked if they would like to serve on the Council. All the ones who say yes are then observed by No.1 and picked based on whoever they believe is best fit. Often No.1 will consult the other members as well, but some do not (such as Hibiki). The catch is Council members cannot opt out of being a member once they become one. If they wish to resign they're agreeing to move to their next life.
OPTIONS AFTER DEATH: Once you die, you are greeted by a shadowy creature that resembles a Grim Reaper-type figure, and they'll ask you, "Would you like to live in the world of the ghosts or live a new life?" If you choose to go to the ghost world, you'll fall back asleep until you wake up in your new home. You'll feel groggy and discombobulated—some people can't even move. This is the adjustment period. It takes a couple of days for you to become used to becoming a ghost. Once this ends you can do pretty much anything. Travel anywhere, pursue any hobbies, do things without risk, etc. It is a very carefree life to live. If you choose to the other option—you basically cease to exist. Your soul becomes one that powers a new worker ghost, but the soul itself does not maintain much personality. Ghosts who choose to live life in the ghost world may choose to go this route at any time and start anew. It is a painless experience.
PAIN: One strange thing about the ghost world is that any activities that would be considered painful to the regular person are no longer painful (as long as no double is involved). If you were to shoot yourself in the head with a normal gun, you would feel maybe a jab equivalent to getting an ear piercing, then regenerate back to normal. Weapons of any kind are not easy to come by in any realm, except the lowlands.
The Lowlands is one of the biggest realms in the ghost universe. It's a bit of a mystery how it came to be. The most important thing to know is that the only inhabitants there are souls that were cursed at death by "The Boss" or one of his many worker pawns. These compromised ghosts may only live and roam in the Lowlands because it is feared that they can infect others. Others can go in to the Lowlands, but this is not very common since it is a place people fear. It is also very easy to stick out in the lowlands, since everybody is pitch black with their features only defined by a neon glow. If people go into the Lowlands, it is common to wear a disguise.
The Lowlands is also a place of technological advancement. They've been able to create very powerful things that can aid and harm ghosts. Some of these devices exceed the powers of technology on the Council, which could be potentially dangerous. Most of these things are known as a theory and not a fact, but Council members are reluctant to go and figure it out.
The Council is not very well received by Lowland citizens. They constantly deny them of certain abilities just out of fear that they'll be potentially dangerous. Despite all the evidence that they provide of their innocence, the Council still does not budge. The only member in recent Councils to fight for their side has been Hibiki Ishii, but his opinion is largely outvoted.
The Lowlands landscape is much like a city, with many winding alleyways that never seem to end. It's easy to get lost once you enter. Everything is pitch black—silhouettes illuminated by a neon glow, which is typically purple, but can be any color. Towers upon towers fill the horizon. In the center lies the one responsible for this very place—"The Boss." He's taken many forms over the years but appears as your average unassuming businessman in present times. He is also a giant, although he can shrink as he pleases. His headquarters is a behemoth of a building with many winding halls that often lead to nowhere.
While drugs and alcohol ("shine") that exist in plenty of realms across the ghost universe, the strongest ones are found in the Lowlands. Drugs and alcohol itself cannot physically harm a ghost unless laced with "double," but it can give weak side effects if not laced and strong ones if laced.
