The first task will be to develop the automated process to calculate the exact measures included in the monthly TMC report. This will require coordinates with Keith Ellis in the TMC is the process and methodology used for each performance measure. InTrans already receives the nightly ATMS downloads of TMC data as well as the excel file used describing the performance measures in the monthly report. Ultimately the performance measures will be delivered to Keith in Excel which allows him to use their formatting for developing the report.
After the first task is completed, InTrans proposes to expand the TMC measures included in the monthly report. The DOT districts were very receptive of the TMC annual report which had district specific performance measures. These performance measures have only been included in the annual report because of the additional effort required. This also can be automated and provide the district specific measures on a monthly basis. The format of delivering the data will be determined once work begins.
Bonnie has expressed interest in monitoring performance of the system on a more regular basis. After the automation of the monthly reports, these processes can be completed more regularly for additional monitoring purposes by the TMC. InTrans would begin by identifying key measures of interest by the TMC that would be reported either weekly or daily. Because of the current nature of the ATMS feeds, most information of value in ATMS is not available in real-time for performance reporting. This process will still rely on the nightly ATMS downloads which contain detailed ATMS data. Because this is completed once a day, the reporting will be limited to that granularity. Feeds of the performance measures will be created for use by the TMC. InTrans will mock of sample visualizations in Tableau but will ultimately leave the decision to the TMC in how these measures are used. For example, a GUI could be developed for monitoring performance using the data feed.
Because of the limitations of the current ATMS data feed, the real-time monitoring of the system performance will be on hold until a new ATMS vendor is selected or the read-only database connection is developed by TransCore. The process will be nearly identical to the near real-time performance reporting. A data feed will be used to deliver the data feed which again can be used in either tableau or any other GUI developed.
Because needs may change over time, ongoing support may be needed to adjust what performance measures are calculated or how the measures are calculated. This support will ensure all data feeds and performance reporting are maintained as well as any modification to any of the feeds/reports.
