InTrans is currently working on developing baseline performance measures of the I-80/380 reconstruction. This has included attending meeting with HNTB and the DOT to determine the performance measures to calculate. InTrans also met individually with HNTB to determine which corridors to calculate each performance measure for. The availability of data is variable based on the corridor. The corridors include but are not limited to I-380, I-80, US 30, Hwy 965, Hwy 218, Hwy 151, and IA 1. Currently the following baseline performance measures are being calculated for 2016 weekly, monthly and annually. The performance measures come from a variety of data sources including INRIX, sensors, ATMS, and crash data. The measures selected significantly expand on the performance measures monitored through the TCP program.
Once the baseline performance measures are calculated, InTrans will continue to support HNTB and the DOT in measuring performance measures.
Roadway Clearance Time: Time between first recordable awareness of incident by a responsible agency and first confirmation that all lanes are open for traffic flow.
Directional Average Daily Volume (Demand): Number of vehicles by direction.
Buffer Time Index: The extra time (or time cushion) that travelers must add to their average travel time when planning trips to ensure on-time arrival.
Traveler Delay: Comparison of the travel time calculated from monitored traffic speed against travel time calculated from reference speed (e.g. 70 mph)
Traffic Queuing (events): Number of times monitored traffic speed falls below a predetermined threshold. (e.g. 40 mph). One event is defined as when speed from any sensor falls below threshold until speed of all sensors recover above threshold.
Traffic Queuing (queue length): Includes: time weighted average queue length regardless of event; average maximum queue length; median maximum queue length; maximum queue length; percentage of queue greater than one mile.
Traffic Queuing (vehicles): Includes: percentage of vehicles encountering a queue; percentage of time a queue is present; percentage of vehicles encountering delay greater than x minutes; percentage of vehicles in queue encountering delay greater than x minutes.
Traffic Incidents: Number of non-recurring events, such as traffic crashes, disabled vehicles, and spilled cargo that causes a reduction of roadway capacity or an abnormal increase in demand in the I-80/I-380 interchange area.
Incident Clearance Time: Time between first recordable awareness of incident by a responsible agency and time at which the last responder has left the scene.
Secondary Crashes: Number of unplanned crashes beginning with the time of detection of the primary incident where a collision occurs either a) within the incident scene or b) within the queue, including the opposite direction, resulting from the original incident in the I-80/I-380 interchange area.
Highway Helper Assists: The number of times (assists) that a Highway Helper renders roadside assistance to a motorist in the predefined I-80/I-380 interchange area.
