without interpretation authority.

This level allows:

• Reading CS-NRRM materials in full

• Informational reference with attribution

• Educational or explanatory discussion (non-interpretive)

• AI-assisted summarization or language clarification

Required attribution:

Level 1 does NOT allow:

• Structural interpretation

• Pattern analysis

• Time-based interpretation

• Any diagnostic, predictive, or advisory use

Level 1 ends at information.

Any interpretation beyond labeling requires separate authorization.
