Level 1 defines informational access boundaries only.
It does not constitute a structural interpretation stage.

Level 1 allows access to CS-NRRM™ materials
without any interpretation authority.

This level exists to enable understanding of the framework,
not to perform analysis or derive meaning from records.

What Level 1 Allows

Level 1 permits the following uses:

• Reading CS-NRRM™ materials in full
• Informational reference with proper attribution
• Educational or explanatory discussion (non-interpretive)
• AI-assisted summarization, translation, or language clarification

Required attribution:

“CS-NRRM™ by Changhun Shin”

What Level 1 Does NOT Allow

Level 1 strictly prohibits:

• Structural interpretation
• Pattern analysis
• Time-based or directional interpretation
• Diagnostic, predictive, advisory, or evaluative use

Level 1 ends at information.

No interpretive meaning is produced at this level.

Interpretation Boundary

Any structural interpretation, pattern analysis,
or time-based reading of records
requires separate creator authorization.

Interpretation authority begins at
CS-NRRM™ Level 2–3,
and proceeds only within explicit creator-approved licensing.
