• Zoning Requirements for Locational Clearance (Check the zoning regulations here)

• • • 2025 Updated Tax Declaration of Lot & Bldg. & Tax Map

(City Assessor's Office, Lower Ground, Mandaue City Hall)

Online Application

Log in to iBPLS Website

• Click My Application

• Click Create Application

• Select New for the Type of Application

• Choose Quarterly for Mode of Payment

• Set current year for Tax Year

• (PART 1) Business Information and Registration

  • Fill in all information.

  • Once all information is complete, click NEXT.

• (PART 2) Business Operation

  • Fill in all information.

  • Once all information is complete, click NEXT.

• (PART 3) Business Activity / Requirements

For business code, refer to the PSIC Code 2009, or you may search through the search box

• • Click Add Line of Business, search and select business line/s, then click + icon

• • Input your capitalization by clicking 0.00 under Capital Investments of every business line, then click check icon to save

Upload needed documents (Only PDF and JPG files are acceptable. Maximum of 10MB can be uploaded.)

• • Upload Requirements, click Requirement Name dropdown button and select requirement then Choose File, and then click Upload.

  • Once all information is complete, click NEXT.

• (PART 4) Summary

  • Review all information and click SUBMIT on the lower part, a pop-up box will appear and tick the checkbox, then click SUBMIT

• Original Copy of Official Receipt of Business Tax Payment

• 2025 Tax Order of Payment

• Locational Clearance

Post-Registration Requirements:

• 2025 Real Property Tax Clearance

• 2025 Community Taxes - Company and Employee

• 2025 Occupational Tax (for professionals not requiring government examination, i.e. Brokers)

• 2025 Professional Tax Receipt (for those engaged in the practice of profession requiring government examination, i.e. Lawyers)

• Updated Special Power of Attorney(SPA) / Secretary's Certificate (if claimant is not the owner)

• Other applicable basic or supplementary requirements (i.e. PCAB, FDA, Department of Energy, BSP)

• Regulatory Clearances (Environmental Conformity Clearances, Sanitary Permit, City Veterinary  Clearance (if applicable))

Note: After completing all regulatory processes, keep your clearances and/or permits, as they may be required for permit issuance next year or in the following quarter.
