BUSINESS PERMIT & LICENSING OFFICE

Guided by Mandaue City’s policy to constantly improve the delivery of government front line services, promote and establish policies to ensure ease of doing business, as well as simplify systems, structures, and procedures in the issuance of business permits and licenses, the creation of Business Permit and Licensing Office (BPLO) from a Section under the Mayor’s Office to a department was enacted through ORDN # 15-2020-1508, S. 2020. 

It’s Composition and Office Structure consists of 5 principal divisions, namely: the (a) Administrative and Records Division; (b) Business Permits and Licensing/Occupational Permits Division; (c) Assessment and Processing Division; (d) Legal Enforcement, and Inspection Division; and (e) Information Technology Division. 

Since its creation, the office has consistently delivered high level services and has continuously looked for ways to improve organizational performance and effectiveness of existing policies. Under the “new normal” set-up, the office is geared towards promoting efficiency in business permit processes by maximizing the use of available technology and implement a zero-contact policy through the adoption of online submission of document/s, assessment of tax and fees and payment, among others.

MANDATE

The BPLO is mandated to carry out and maximize the inherent power and authority of the City Mayor or BPLO Chief, to grant or refuse city licenses and permits and to revoke the same, if any applicable condition is not complied with and when public interest, safety and welfare so require.

MISSION

The BPLO exists to constantly improve delivery of frontline services in the issuance of permits and licenses, to implement policies and pro-active measures in drawing more investors, increasing local employment, and accelerating tax revenues to help finance infrastructure projects of Mandaue City.

VISION

The BPLO envisions to achieve a standard of excellence in the Philippines that is geared towards competing globally through the implementation of electronic Business-One-Stop-Shop, in order to provide for a more efficient, effective and convenient business registration process, as well as to establish policies that ensures ease of doing business in Mandaue City.
