SAFETY SEAL CERTIFICATION

This service processes and issues Safety Seal Certification to eligible business establishments in Mandaue City.  

The Safety Seal affirms that an establishment has been found compliant with the minimum public health standards set by the government including the adoption or integration of StaySafe.ph in contact tracing application.

The Safety Seal shall be displayed conspicuously at all entrance points according to prescribed dimensions. It shall be at no cost to the establishment.

The Safety Seal shall be valid for six (6) months from date of issuance and renewable one (1) month prior to expiration; subject to continued compliance with the eligibility requirements set forth herein; pursuant to Executive Order No. 30 series of 2021, Mandaue City adopting the DOLE-DOH-DILG-DOT-DTI Joint Memorandum Circular No. 21-01 series of 2021 on the Implementing Guidelines of the Safety Seal Certification Program.

The following business establishments shall be under the scope of authority of Mandaue-LGU as the Issuing Authority:

• Malls

• Wet markets

• Other retail stores, excluding Groceries, Supermarkets and Convenience Stores

• Restaurants outside Hotels/Resorts

• Fast food, Eateries, Coffeeshops, etc.

• Banks, money changers, pawnshops, remittance centers

• Car wash

• Laundry service centers

• Art galleries, libraries, museums, zoo

• Sports centers

• Tutorial, Testing, and Review Centers

• Gyms

• Spas

• Cinemas

• Arcades

• All other private establishments not covered by the other Issuing Authorities

What is Safety Seal Certification Program?

The Safety Seal is a physical manifestation of the compliance of an establishment to the minimum health standards required by the government to contain the spread of COVID-19, including the adoption or integration with the StaySafe.ph in contact tracing application.

The seal shall be displayed conspicuously at all entrance points according to the prescribed dimensions. Obtaining the safety seal shall be at no cost to the establishment. 


The Safety Seal shall be valid for six (6) months from date of issuance, except for those issued to tourism enterprises which shall be valid for one (1) year. 

Can establishments still be allowed to operate even without a Safety Seal?

Yes, Safety Seal is voluntary. However, business establishments still need to comply with the minimum health standards and allowable operational capacity set by the government.

Who issues the Safety Seal?

The Safety Seal is issued by the DOT, DILG, DOLE, DTI and LGUs depending on the kind of establishment. See Section 4 of Joint Memorandum Circular No. 21-01 for the list of applicable establishments.
