PATCH 11.2.5 AND SEASON 3 NOW LIVE, LEGION REMIX IS OCT 7 - JAN 19
Legion Remix (or Lemix) is a new game mode. This puts the player in an altered timeline set in the Legion expansion, where their artifacts and power gain work differently. There's not any normal way to turn off your experience in Legion Remix, but you can play on a trial account with little downsides.
This was the way to twink back in MoP Remix. In other words, you'll need to have an account without a subscription attached to it. Most of the new stuff has no level requirement, and much of the existing Legion collectables do not have level requirements either.
This is explained a bit more in the next sections, but since a bulk of the player power is restricted to max level, you won't witness the same levels of absurdity that made lv20 priests so popular in the Mists of Pandaria Remix. That isn't a death sentence for the category, though.
There doesn't seem to be any restrictions outside of the 24-hour period, and the gear you are placed in is somewhat low item level. NOTE: This is currently bugged and thus disabled.
I don't blame them for not wanting to navigate the logistics of...everything Legion relevant with Evokers. So, you cannot make one, and you can't set up a lv10/11 Evoker Twink with Lemix.
Instead of a magical cloak with all your power, you instead get an Artifact weapon associated with your class and specialization. This weapon has a trait tree with multiple branches - this is already covered in depth by WoWhead here, and the tree with all the traits can be found on warcraft.wiki.gg, but here's what you need to know for a low level twink:
Infinite Power ("Infinite" presumably referring to the Dragonflight's name instead of the word itself) is the main form of currency for power. You use this to spend points on the artifact tree to get the associated powers. However, when you pick up mementos (the primary source of IP), you also gain stamina. This means that 20s can have a LOT of stamina.
The final trait of the Artifact Weapon Trait Tree is Limits Unbound, which gives primary stat, stamina, and 1% versatility per point. This is unlocked at level 80, so there is a finite limit to the amount of power level 20s have. Since this is the only source of versatility from the system, you will be sitting at 0% as a F2P unless you pick specific races (HM Tauren get a 1% base versa).
Fragmented Mementos are collected from group content, and when you collect 100, they can be combined to give you a buttload of infinite power and stamina. This makes getting that max IP cap easier to achieve, and pushes the viability of F2P 20s in Lemix further.
You will collect Artifactum Sand in Legion Remix - this is used to upgrade the item level of your weapon, which in turn increases your power. The intended cap is ilvl95 for a level 20 in epic gear, but there was a bug in early Lemix that allowed for higher item levels on weapons.
In Legion Remix, instead of abilities tied to gem slots like in Re:MoP, they are tied to the jewelry slots. These powers are also found in your artifact tree, and equipping a jewelry with an artifact tree trait you're already talented in to will push the rank beyond the max shown (e.g. Rank 4/3). Jewelry pieces are unlocked Account-Bound at level 20, so once you hit this number, you'll start being able to collect and choose jewelry. A list of the weapon talents available via jewelry is here.
The consumable buffs (the raid buff scrolls) come back in Legion Remix, but the fact that these powers scale with Attack Power and Spell Power might mean that some classes and races have an edge over others - for example, Orcs with Blood Fury, and as we will discuss later, tanks in general.
Uncommon gear gives one rank, Rare gives two ranks, and Epic gives three ranks. The difference between jewelry item levels stat-wise is simply increased stamina. This means you should aim to get Epic jewelry, and a lower item level Epic jewelry piece is better than a higher item level green.
You can only wear one of each jewelry piece. However, the artifact powers can be spread across other piece types. Basically, you can't wear two of the same ring, but you can wear a ring and a trinket that have the same power.
Once you hit level 20, you are able to get a free piece of epic jewelry daily near the scrapper. This is great for gearing your twink until you have all the pieces you want. Note you cannot choose what piece you get.

The below is both based off of discussion and my own thoughts from experience. They may or may not hold up to reality.
The Dreadlord ability is currently the best one, hands down. So many of the other abilities tie into it in some way, and the cooldown will be most of your damage. That said, they are likely to tune this due to the overwhelming dominance. If this is the case, I feel the next likely "big-one" might be the Storm Tree - but I haven't tested it out extensively.
This is easily the most powerful of the non-Fel artifact abilities, as it procs off all of your abilities (including healing) and does a lot of damage. This can be found on multiple slots, so it's suggested you have it on ring and trinket. Another noteworthy non-fel power is Volatile Magics which procs off crits. Crits are more reliable in Lemix, so it's worth the investment.
This allows you to cast while moving, and does damage while you're moving. You'll be doing a lot of moving, and this does a lot of damage, so it is great for twinks. If you expect to be stationary for some reason, Brewing Storm also works to give you casting while moving, but the damage you do is based on how long you stand still for. Again, unlikely to happen.
Monks can take advantage of high stamina and Touch of Death to obliterate enemies, then use the Remix Time button to increase cooldown rate by 1000% - reducing the CD by a minute. Outside of Touch of Death, their mastery increases Attack Power, and all of the additional artifact abilities scale off AP. This makes Brew easily the most powerful spec for 20s, and your go-to for speed clears (outside of Demon Hunter skipping).
The Infernal Dreadlord power at this moment is broken and does extreme amounts of damage. Unholy Death Knight mastery scales up the power of pets, and Dreadlords are considered a pet. It's not certain when this power will be nerfed. Demonology Warlocks may also have a similar interaction. Ignoring that interaction, Blood's mastery increases Attack Power - again, artifact abilities scale off AP, thus big damage.
I'll cut to the chase - any spec that has a built-in boost to their attack power or spell power will have an advantage. Tanks in general have attacks scaling off their mastery, and since F2P 20s will not have versatility (with exceptions), this becomes incredibly important. They, of course, have increased survivability as well from being tanks. The biggest issue is that you'll eventually have so much stamina that your healing abilities are useless.
Highmountain Taurens have an innate 1% versatility buff, which means they will have the most versatility out of any other race (which isn't saying much...). They additionally have a racial called Rugged Tenacity, which prevents incoming damage based on personal stamina. While this amount seems small, you could get it high enough to shrug off significant damage.
Don't want to be a cow? Dwarves have Might of the Mountain, a racial that increases critical strike bonus damage and healing by 2%. One of the artifact talents, Fel-Touched, makes it so that when enemies have the Fel-Touched debuff, the Twisted Crusade (that dreadlord it spawns) always critically strikes against them. This means Dwarves have potential for huge dam.
Hoping to speed run? The Night Elves have Shadowmeld, which drops all aggro. You can use this to run to a boss and then remove any chance of dying from too many enemies. They also have increased speed and dodge. Your racial options are limited for Demon Hunter, but if you want to make a Demon Hunter twink, Night Elf is the better option at this moment.
Hemet Nesingwary XVII and Grandmaster Jakkus sell mounts. There are a handful of level 45+ only mounts, but the majority are usable below that level requirement.
These are sold by Horos (link to his stock here). The vast majority are usable by 10+, except for a couple level 45 toys and a quest item.
Anything crafted or obtained via Professions is not available in Lemix in any capacity to anyone.
Outside of some requiring items only available to high level raids to buy, all ensembles should be usable.
