Behsten is in the top right corner of Stormwind Keep, Stormwind. *
You need to have at least ten gold. This can be sent from another toon, or if you are on a free to play account, obtained through:
Killing certain mobs that drop high value items (e.g. Critho)
Fishing and selling fish
Daily Quest from Blingtron, and selling trash in the gift box.
Specific quests, and selling quest rewards (e.g. these quests)
Buried Satchels (can collect each once per BNET/region)
As of 11.0.7, warbanks are no longer accessible on F2P.
Once you obtain the gold, go to Behsten or Slahtz and talk to them. Confirm that you want to disable your experience. Your experience will now be turned off, and you will no longer gain experience.
*Sometimes, Behsten won't be there due to phasing issues. This may be resolved with Party Sync, but more than likely, you will need to complete the problematic quest if able.
Slahtz is on the top floor of the Barracks, Valley of Honor, Orgrimmar
For whatever reason, when you are level 11 and up, having more than 25% total experience gain into the next level causes enemies to scale up to the next level, meaning enemies will have about a 24.5% increase in their HP. To prevent this, make sure your level 11+ character turns off their experience before they reach that 25% mark. Level 10 characters do not seem to be affected by this in most dungeons, and maintain the same dungeon scaling throughout. Generally, this makes level 11 (pre-25% XP) the optimal level to twink at.

NOTE: Slavehandlers seem to spawn in with variable level ranges. 10s and 11s can see lv10-11 mobs, while 12s can see lv11-12 mobs. I have distinguished this above, and did not notice this to be the case with the other mob types I checked. That said, it's possible there are variations, but I think the presented sample is good enough. Values were taken in Present time. Values in Chromie Time appear to be similar. Stockades behaves similarly, but Ragefire Chasm appears to have the 25% rule also apply to level 10s. Feel free to do your own testing if you deem it necessary.
There are two phases of the game world and dungeons that level 10 toons can enter. One is Present time, which has level ceilings for zones. This is considered the "default" timeline for max levels. The other is Chromie Time, which scales all zones and dungeons up to level 70 max, and allows the player to queue for any older expansion's dungeons.
Chromie Time affects BOTH instanced and non-instanced content, and can be played year round. You can talk to Chromie in Stormwind or Orgimmar to activate what timeline you want to enter, and there is no difference in phases between different expacs - only Present and Past.
Timewalking is a (typically) bimonthly event that allows players to run a specific selection of dungeons and gain a special currency for the span of a week. As of 11.0.5, it is functionally the same as Chromie Time scaled dungeons, and levels 10-80 can participate in the content. This provides low level toons with a new source of gear and additional dungeons.
Timewalking ONLY affects instanced content, outside of a reputation buff given to players during Timewalking event weeks. You can only enter Timewalking Dungeons through Random Dungeon Finder, and the dungeons available depends on the current event (TBC, WOTLK, etc.).
For Speed:
Mists of Pandaria [only one short dungeon for lv10s]
For Quests:
Classic (found under Cataclysm) [lots of dungeons = lots of quests]
Wrath of the Lich King [only two dungeons but a lot of quests]
For Sheer XP Grind:
Dragonflight [LOTS of mobs to kill for XP, scaling is lower so mobs die faster]
For Gear:
The Burning Crusade [almost all your socketed pieces]
Wrath of the Lich King [helm + a couple other pieces]
Warlords of Draenor [only really good for farming socketed wrist piece]
Not Suggested:
Battle for Azeroth [dungeons are buggy]
Shadowlands [often mechanically complex, buggy, and queues are dead slow]
Legion [kind of slow, useless relics, no benefits unless you are questing in Legion]
When you queue for a dungeon in a party as an XP OFF twink, your party members will get a debuff for 5+ minutes that lowers their experience gain significantly. This debuff does not apply to instance members, only ones you invited to your party. While this is intended to prevent boosting, there are ways around it that have been found. The steps are shared to the right, please read them in full. I suggest Ruby Life Pools here because it's the shortest DF dungeon, but any Follower dungeon works for this.
Note: If using the Infinitely Divisible Ooze and plan to queue for Chromie Time dungeons, make sure YOU'RE in present time and THEY'RE in Chromie Time (Classic-WoD specifically). Ooze does not operate in a bugged capacity in Timewalking.
Group up with your boostee and have them stand away from you (preferably in a different zone altogether). This is to prevent the debuff from occurring.
Make sure one member of the group is in Present Timeline, and queue for the Ruby Life Pools Follower dungeon (this follower dungeon is the shortest out of the available follower dungeons). This method is easy, fast, and consistent.
When the queue pops, have the person/people not using the macro accept the invite first. Identify who uses the macro via the table below.
Use the following macro to both accept the invite and leave the party simultaneously. Do not hit the button on the UI with your mouse, the macro does that for you.

Check to see if your boostees have the debuff. If they don't, you're good to go: complete Ruby Life Pools, and queue for the actual desired instance. There is no need to use the macro after that point. If you set up the instance group in any other dungeon queue, replace the last line with /script C_PartyInfo.LeaveParty(1); If your macro isn't working, try moving to a less populated location or disabling your addons.
If either you or your carry member ends up exiting the instance group, repeat above steps.
Remember: the general idea is to remove the odd person out.

* Alternate janky workaround for multiple twinks and multiple levelers hoping to be in same instance group: have everyone queue for "Temple of the Jade Serpent" or a similar, singular dungeon (perhaps a Shadowlands dungeon due to the Shadowlands dungeon queue being virtually dead) and hope you all enter the same dungeon instance. Make separate groups for the twinks and the levelers to make it easier, and make sure there is a character below level 70 in the leveler group. You can also use this method if using a macro to avoid the XP off debuff wigs you out.
Blizzard generally does not like it when twinks are boosting other players, so queuing with the Experience Disabled buff will cause the entire queue to slow down, even with a full party. Re-queuing does not fix this, and will reset the timer. To avoid this, you can take the following steps:
Finish any dungeon instance. Do not open the Queue for Instance prompt early.
Teleport outside of the instance and go to either Behsten or Slahtz, pictured at the top of this page.
Turn ON your Experience for 10 gold, then requeue. It must be a fresh queue prompt, and not one generated before you turned on your XP.
The queue should be almost instant, or at least far shorter than what you normally wait.
Enter into the dungeon, and when you zone in, immediately zone out by either running out or teleporting out.
Turn OFF your experience again for another 10 gold. I suggest having a weakaura to prevent you from forgetting to do this.
Re-enter the instance, and proceed as usual.
