You can't really do much without a weapon in this game. Fortunately, there's a handsome array to choose from, some harder than others to obtain. We will be categorizing these by origin primarily unless stated otherwise. I am also including shield and off-hands as weapons, though they're armor. If none of the weapons below are accessible and/or useful for your class or spec, my recommendation is an Uncommon BOE weapon/off hand/shield with a socket (or Rare/Epic quality socketed weapon if you can find one). However, the items below will usually perform better.
Fury Warriors will want to have two two-handed weapons: a weapon with high weapon damage in their main hand and a weapon with high stats (especially Versatility or Strength) in their off-hand. This is largely due to Whirlwind's damage formula. Axes, by default, have higher weapon damage than other weapons at level 11. Therefore, an axe from Timewalking like Waveslicer or the Colossal Skull-Clad Cleaver are ideal to have in the main hand. For your off-hand, versatility 2H weapons like Runeblade of Baron Rivendare or Ingvar's Monolithic Cleaver is best suited, or you can go with another axe if you prefer slightly more melee damage. If you don't have access to these, or Timewalking isn't anytime soon, Hatebringer from The Underbog (normal difficulty) is a classic fall-back. If you only have one Timewalking 2H weapon and one Hatebringer, put the Hatebringer in the off-hand slot, and the Timewalking 2H weapon in the main hand slot.
FOR TIMEWALKING (starting 11.1.7): Â Due to how Timewalking is now scaled, Fury Warriors are now disincentivized from using strength weapons. If you haven't lowered your strength to the suggested recommendation mentioned here, you'll want to to use something like Rockslicer, an agility axe which drops from the first boss of Classic Timewalking Deadmines. If you aren't able to loot one, consider using Elemental Mage Staff from the vendor (it has weapon damage comparable to in-dungeon drops), any agility stave from Timewalking, or Sul'thraze the Lasher from TW Zul'farrak.Â
SUMMARY: Use 2H Axes looted from Timewalking. If you are trying to avoid strength, seek out Agility axes/staves from Timewalking.Â
Recent changes in Timewalking have allowed level 10s to access the event, and obtain gear. At this moment in time, this gear is higher item level than anything else we can currently get. As mentioned in the Armor head-page, the Timewalking vendors for Classic, Legion, and Battle for Azeroth all have armor and weapons for sale that are good for starting off with. However, in some ways, the scaling of these pieces are comparable to the pieces in Timewalking dungeons themselves, especially depending on your level. This is not a full list, since the BFA vendor alone has thirteen weapons for sale, these are just examples. Ones I actively dislike will be at the bottom of the page.Â

These are obtainable for few weeks every year, and require marks of honor along with timewarped badges to buy. Alliance only items and Horde only items are color coded. When you faction swap, these items will change to their faction specific variant. These are currently lower item level than pieces directly from Timewalking dungeons.Â

These are technically not timewarped, but have the same scaling as timewarped weapons. These are usually RNG and either drop from the dungeon event bags or from the mobs themselves. The events with weapon drops are Midsummer, Hallow's End, Winter Veil, and Brewfest. They may also be Bind on Equip, and can drop with tert and sockets.Â

As will be elaborated in the Trinket section, Tanaan gear does not scale properly. It drops at ilvl44 with no level requirement for every level, which makes it great for 10s. Below are the pieces that drop from Tanaan Jungle. These all have a chance to drop with a socket proc and other tertiary stats. They can also proc as warforged...and become ilvl45. These require help from a high level character to obtain, but can also be obtained through daily kills while lorewalking without help from a high level toon.

While there's a lot of special event options to choose from regarding gear, the most obvious source of "good gear" is from dungeons and quests. At this point in how things are scaling, most aren't particularly standout, but there are definite exceptions that will be listed below.

These heirlooms were obtainable through Siege of Orgrimmar during both when it was current and through Mists of Pandaria: Remix. These are unique because they are the only heirlooms with gem slots. Do not be fooled - they might have room for gems, but their overall stat budget is lower. Some of these straight up do not have primary stat at this level, or in some rare cases, negative stats. They make good starter weapons though, and can provide the highest amount of primary stats if you put in the correct gems. Otherwise, they're about the same as any other heirloom.

Legion Artifact weapons, regardless of what relics you use, scale according to the user's level. Which is very low. Do not use these. If you try to experiment for yourself, you will most likely just drain your own time.Â
Warforged/Epic weapons from dungeons are only worth using at this time if they have sockets or special procs. Most of these do not outperform their rare equivalents. I would recommend banking these, in case scaling changes in the future.
Ravager (from Old Scarlet Monastery) sounds cool, but the chance on hit effect is a channel that prevents you from moving for nine seconds. Don't.
The Classic Timewalking vendor sells multiple weapons - I would advise against using Pendulum of Doom and Elemental Mage Staff. The proc rate on Pendulum is bad, and the Mage Staff has low intellect. The Elemental Mage Staff is only good if you are a fury warrior trying to minimize strength.
Some epic BOEs might be tempting, but due to their scaling, a lot of them are really low item level compared to what's usable at that level.
