Trinkets are incredibly important, and can make or break a situation. The recent item level changes opens up a whole lot more trinkets that can be considered great, though there are still major standouts. For the most part, epic trinkets will have either almost or exactly the same stats as rare trinkets, so don't let that be an influence unless you're hoping for specific builds or playing the long game. Trinkets generally do not have sockets, but there are rare exceptions - they can proc with tertiary stats though. Trinkets are not ranked in any specific order unless specified.
These are worth distinguishing because there's something about them that can be fixed any day.
Intellect BIS
On-use Intellect buff
This trinket does not have a scaling item effect - it will give you 100 intellect regardless of the item level you pick up the trinket at. This makes it awful for high levels and exceptional for low levels. As with any on-use trinket, use it when you're about to do big damage. The best opportunity for them to fix this item was when they added Waycrest Manor to the M+ rotation in Season 3 of Dragonflight, so it will be interesting if they ever bother to address the issue. The amount of intellect goes down over time, so this is best used for burst.
In 11.1.7, this trinket will also be available through Timewalking with the same unscaled spell effect - except with extra mastery. This means that the timewalking version can either be better for your spec (Arcane Mage) or perform identically (Mistweaver Monk).
ILVL 44, High Item Level
Pure stat sticks
These trinkets are obtained via trading with a lv45+ player, after they have killed and looted a Tanaan Jungle rare while both toons are present. These items were not given a level requirement when the zones were rescaled for Shadowlands prepatch, as the zone itself is a purely level 45 zone. All of these trinkets have a low chance to proc sockets and tertiary stats, making them valuable for pure stat gain. That said, they can be frustrating to farm as they don't have a 100% drop chance, can only be looted once per day, and them being preferable to more active trinkets depends on RNG. You may also be competing with people killing rares for apexis crystals or other reasons, so shard hopping is a must. As long as they remain uncapped, they provide value for those willing to farm them. As of 11.1.7, these can farmed with a single toon by entering Lorewalking and navigating to Tanaan Jungle.

Blizzard rescaled Timewarped drops in 11.0.5 to match gear up to their Normal dungeon equivalents - except for low level gear, which is higher than normal drops up to about the mid-twenties range. I cultivated a list of stand-outs - this is NOT a full list, as there are many good trinkets. If you're wondering if an unlisted trinket is good, please look at it's Wowhead page and check for proc rates.

High scaling, easy to farm
As mentioned in the weapons section, Holiday drops are good because of their item level (they align with the ilvl of timewarped pieces), but may also be rescaled at any time, which may or may not affect current trinkets. These can also be farmed repeatedly during the holiday Brewfest, as they drop from Coren Direbrew. These can drop with tertiary stats, but not sockets.

This trinket only behaves the way described here in Classic -> WOD content while in Present Time. Not in Timewalking or Lorewalking, either.
This trinket is broken due to the wonky way they decided to handle Shadowlands' Chromie Time implementation. When you are in Present Time, all dungeons requires lv50+ to enter, but Chromie Time has level scaling. Thus, this NPC this trinket spawns behaves as a scaled entity while you are in Chromie Time, and behaves like a lv50+ entity in Present Timeline. This enables the trinket to do 2-3k damage per shot instead of the scaled amount. Multiple oozes can also spawn at once, further increasing the damage. To take advantage of this, queue (or walk into) for Chromie Time dungeons while in Present Time. This also works if you are in the open world in Present Time. While the utility of this trinket is outclassed by the sheer power twinks now have access to, this trinket is worth getting if you have access to Maldraxxus and can loot spec into an Agility or Intellect DPS spec. You can also have a level 71+ enable Legacy Loot to get it on Strength classes. NOTE: DO NOT DO THE CAMPAIGN SKIP WHEN TRYING TO GET THIS TRINKET. YOU CAN SKIP THE MAW INTRO BUT DO NOT SKIP THE CAMPAIGN. IT IS CURRENTLY BORKED AND THE SHADOWLANDS LEVELING DUNGEONS WILL GIVE YOU LEVEL 50 LOOT INSTEAD OF LOOT SCALED TO YOUR LEVEL. If this happens to you, you'll need someone to trade you the trinket.
These trinkets are ones I like and enjoy - there's plenty of other trinkets that are good, though.

These trinkets make you go faster in some way - I do not suggest using the speed rating trinkets unless you are unable to acquire the Shadowlands gems and thus aren't capped out on speed rating.
SPEED RATING: a tertiary stat that caps out at 49% rating.
RUN SPEED: a % mod to speed rating that is uncapped but usually temporary.
When you kill something, you get a brief increase in speed rating.
This only drops for Str/Agil specs, so either loot spec into those or have it traded to you if needed.
Standing still while fighting = stacking speed rating that triggers upon moving
