Lorewalking (or what I'll refer to as LW) is a new feature added in 11.1.7, as a way to send players into specific existing or new quests. These quests are set within a different scaling phase, but the game does not restrict you to wherever the quest is set. For whatever reason, LW appears to set almost every zone in the game to 10-80, which means that twinks have a lot more options for rares to kill and places to explore.
Since this content is relatively new, and it's not clear what they intended to be accessible, this content can change at any time.
All stories will give you the "Lorewalking" state. If you are looking to just explore zones, you can hop off Lorewalker's Cho bench immediately.
Xal'atath: Follows the Legion Priest weapon questline, the BFA weapon questline, and a new questline set in the Black Empire.
Ethereals: Follows a Netherstorm questline, an Argus questline, the Taz'avesh intro questline, a short questline with Ve'nari, and a new quest.
Arthas: Follows the Warcraft 3 storylines for Arthas and his rise to become the Lich King, along with his defeat by adventurers.
Finishing these stories rewards you with a toy, and for some of the quests involved, unique gear rewards not normally accessible at lv10.
After you enter Lorewalking, as mentioned, almost every zone will scale from level 10 up to 80. This does not appear to unlock everything, and there are some bugs to be aware of since this seems to be unintended.
Killing rares and world bosses.
Working on specific reputations.
Using group finder to create groups.
Farming new transmogs and gear.
Obtaining new treasures and achievements.
Tanaan Jungle - drops obtainable on f2p!
Note: Rares on daily lockout unless you do trading still.
Storm Peak / Argus - mount rares!
Timeless Isle / Nazjatar - achievements
Cataclysm world bosses - scaling epic drops
Assault on Bash'ir's Landing in Outland
Dungeons or raids still have level requirements to walk in.
Quests are disabled in Lorewalking unless they are Lorewalking quests.
Certain loot rewards are not rescaled to your level. This appears sporadic.

Uldum is scaled but straight up broken due to a phasing bug - see under Resources.
What you might find handy while exploring a Lorewalking world...will update the list when more information comes up.

Prep this macro before going on your adventures. Hitting it once brings up the prompt without needing to interact with your UI, hitting it again will take you out of Lorewalking. This cannot be used in combat.
Before entering Lorewalking, go to Uldum and tell Zidormi you want to go back in time.
Go back to Orgrimmar or Stormwind, and enter Lorewalking.
Return to Uldum. You are now in old Uldum, without deranged reloading bugs.
Progress through the Arthas questline until you are on the quest step "Defeat Mal'ganis".
Teleport out of the Culling of Stratholme Lorewalking instance you are placed in. Reset dungeon.
Either directly walk into or use Lorewalker Cho to teleport back in.
Congratulations, you are now running Culling of Stratholme on Normal, with scaled loot.
Other party members (like high levels toons for legacy loot, or other same-level toons who have done the above steps) are able to join your instance by walking in or teleporting in via Cho.
Have a level 25+ run Culling of Stratholme and complete the short questline inside. this unlocks the RP skip. if you don't want to use legacy loot for farming, make sure the RP skip toon is below level 70 and can go into Chromie Time.
Have all the toons enter the dungeon on normal. have the high level talk to chromie and select the longer dialogue option. make sure the high level is party leader.
Have your farming toons talk to Chromie to teleport to Stratholme. do NOT have your RP skip toon teleport to Strathome.
Have your RP skip toon run out the entrance and wait as the twink/farming toons clear the dungeon up to the desired boss.
Upon boss completion, either have the farming toons log off while still inside the instance or have them exit Lorewalking to leave.
Have the high level toon reset the instance.
Log back or re-enter Lorewalking on the farming toon/s, and port back into the instance via Lorewalker Cho if needed. do NOT have your high level toon walk back into the instance until at least one of the farming toons is loaded in the new instance.
Repeat 2-7 until you get your socket procced Forgotten Shadow Hood or other target item.
