This page covers not only gems for your sockets, but the necklaces and the rings for your gear. Jewelry is an important type of gear due to offering higher amounts of secondaries, and due to specific game mechanics, we are able to gain additional sockets on these pieces. Please make sure to read the sections thoroughly - the coding involved with gems can be funky, so you could lose out on potential power increases by ignoring details.
There are a handful of gems out there available to players, and their usefulness depends on stat preferences. While some gems adjusted in power due to the rescaling, most are about the same as they were in Dragonflight. Here are some suggestions below.
Gems from the Shadowlands expansion are mostly mediocre, except for two unique-equip gems that are incredibly powerful. The way these gems work is that with every SL gem present in a piece, it will increase the bonus of the unique-equip gems. Just wearing the two unique-equipped gems will give about 25% speed and 266+ healing, but for maximum speed rating (49%), it typically takes three or four of the secondary stat cluster gems to hit that marker. You can also use speed rating enchants and tertiary procs to further free up space for better gems. Do not use the secondary-stat doublets, as they will only give +1 stat instead of the +2 stat of the clusters.

When inserting Shadowlands gems into pieces, you cannot have more than one of the same secondary stat gem in a single piece, or it won't count the additional gems. This is because the gems are not normally programmed to check multiple slots. You can have the same type secondary gem in multiple pieces, just not the same piece.
Gems will scale down to the stats stated here, as their tooltips do not scale down to your level properly in most cases. For gems with secondaries or pure primary stat gems, any TBC-WOTLK-Cata epic gems with similar stat configurations will have the same stat bonuses. Also no, that one strength/stamina gem that drops from Shattered Halls doesn't actually give the value it says it does. It's lying.

Meta gems can only go into specific headpieces, and have a dedicated gem slot. It's suggested that you farm a gem-proc on a meta-socket helm before using the harder to get meta diamonds.

This meta gem is annoying to get due to requiring Apexis shards from TBC, but +12 crit! See Cignus's video on farming these here.

Regardless of the Auction House's description, these gems will give +2 of the listed primary stat. It's up to you what one you pick.

Huge Haste Proc
The haste proc from these diamonds is significant, but it has a low proc chance and only lasts for four seconds.
The best necklaces this patch are...any "end-game" Dragonflight necklace from a rare or dungeon, with added sockets from the Tiered Medallion Setting. This is an enchant that allows up to three sockets to be added to any necklace, and can be used in tandem with Legion necklace enchants. You need two silver and one gold quality settings for three sockets, and must apply the silver settings first before the gold one. These necks cannot tert unless they are farmed while you are levels 1-9, thus tert necks are only good for lv10. Quest necks do not count as "end-game".
* indicates that you need Adventure Mode unlocked to collect this item, as it comes from a dungeon or rare found in higher level areas. This is done by completing the Dragonflight questline in full on one toon.
=, +, and ++ indicate how much more stat this gives in comparison to its sister stat.
If multiple rares drop the piece, some of those rares might be only accessible in Adventure Mode.
If you're not able to access the auction house, don't want to pour time into Jewelcrafting, or are planning for the future (these have a chance of being fixed), other suggestions are:

Timewalking necks (cannot proc socket)
The best rings to get at level 10-11 are socket-proc'd Junkyard Crafting rings. The pathway to these rings is unlocked by completing the achievement The Mechagonian Threat on any lv50+ character on your Battle.net account. Afterwards, complete the Kul Tiras/Zuldazar introduction questline and the Mechagon introduction questline on your twink. This will give you access to the following crafts via Junkyard Crafting...
The blueprint can be collected from any rare on the island, and creates ilvl 70 rings. These are the easiest to get, and can proc tert stats and sockets. Note: the trinkets this item produces have a level requirement of lv50, so they are NOT usable at lv10. This applies to the other augments as well.
The blueprint can be purchased at Honored reputation, and creates ilvl 76 rings. These have a higher material requirement, but give one more secondary rating point on the lower of the two stats. This is about a 5% increase in stats compared to the Experimental Augment.
The blueprint can be purchased at Revered reputation, and creates ilvl 80 rings. These have the highest material requirement, but give one more rating point per secondary stat compared to the ilvl 70. This is about a 10% increase in stats compared to the Experimental Augment.
If you don't want to farm Mechagon rings, there's another popular option: In The War Within, there is an item called the Magnificent Jeweler's Setting. This is intended for The War Within rings - however, this includes rings from the normal version of M+ dungeons. This means that twinks can also access these pieces and make double-socketed rings - but ONLY pieces from their respective season will work for this!
*Loot drops from Shadowlands leveling dungeons (Necrotic Wake, Plaguefall, Mists of Tirna Scithe, Halls of Atonement) are currently bugged if you do the Threads of Fate skip re-introduced in 11.0.7. Gear will drop at lv50 required and will be unusable. Maw skip is fine, and you can have the items traded to you from someone who did not use the skip.

Other rings you can obtain are:
Hallow's End rings with additional socket procs - this is probably the third best option, but it's time limited.
Precious Bloodthorn Loop (for Stealth). You can only loot this once per character, but you can have other characters loot and trade the ring as well.
Timewalking rings with preferred secondary stats and no primary stats. This is the least optimal "best" option.
