Dr Raymond Shuey is a specialist in international road safety with 41 years’ experience in policing including 14 years in the senior executive positions of Assistant Commissioner and acting Deputy Commissioner for Victoria Police, Australia. He was the head of police road safety traffic management, administration, and enforcement.

Dr Shuey gained his PhD-Doctor of Philosophy on “Benchmarking International Road Policing in Low and Middle-Income Countries” in 2014 and developed an International Road Policing Assessment Program (IRPAP).

1. Visited Egypt 3 times, back in early 2000’s. Discussed road safety with police, governors and the late Coptic Pope Shenouda in Alexandria.

2. Established an exchange and training program with the Egyptian Police and Victoria Police

3. Attended Graduation Ceremonies at the Egyptian Police Academy.

Instead of attempting to change behaviour directly, major gains have been achieved in smoking cessation and also in road safety

by first changing the environment in which the behaviour is undertaken. In both domains, legislation has been the key to community-wide behaviour change. Rather than focusing on influencing attitudes, change agents were persuaded that making the behaviour unsocial or illegal would provide targets with an excuse to change their behaviour. In the case of smoking behaviours,

legislation that was passed in 1994 to ban smoking in public places encouraged smokers to quit and remain abstinent (Scollo & Winstanley, 2012).
