Section 1. General Reference Books must be read inside the library only.
Section 2. Taking reference books out of the library without following the borrowing procedure is strictly prohibited.
Section 3. Other reference books and textbooks are usually lent for use only in the reading area during library hours. Reserved Books must be returned not later than an hour subject to renewal for the same unless requested by another user. Reserved books borrowed at 11:00 a.m. should be returned not later than 2:00 p.m. on the same day. Circulation and Filipiniana collections are circulated daily and can be brought home for overnight use at 5:00 p.m. and to be returned on the next day at 8:00 a.m.
Section 4. Home reading books (Fiction) may be borrowed for a period of one week subject to renewal for another week unless requested by other students except books of limited copies which can be borrowed for a period of three days. Such books are not out within one week before the final examination.
Section 5. In case of necessity, any loaned books may be recalled at any time and must be returned at once upon receipt of notice from the librarian.
Section 6. A borrower shall be responsible for any book lost or damaged and shall be required either to replace it or pay the current replacement cost of the book.
Section 7. Failure to return a reference book on time, the borrower shall be charged a fine of one peso for each hour the book is overdue or any amount as may be fixed by the librarian from time to time with the approval of the Director of Libraries.
Section 8. Failure to return a home reading book on time, the fine shall be one peso for each day overdue or at any amount that may be fixed by the Librarian from time to time with the approval of the Director of Libraries.
Section 9. Stealing or willfully destroying or damaging any book, pamphlet, periodical, and/or other library property shall be considered as serious violation of this code.
Section 10. Lending one’s library identification card to another or borrowing the same from another so that it may be used for borrowing books from the library is strictly prohibited. In case of violations of this rule, the library card shall be confiscated and the owner of the card will not get it back without the borrower and the lender each paying a fine of five pesos. Repeated violations will be dealt with accordingly. Furthermore, the owner of the card and the student to whom he lent the library card shall be jointly liable in case of loss or damage of the book borrowed. Their right to use the University Library may likewise be suspended. If library identification card is lost; it should be reported immediately to the librarian. Otherwise, the owner shall be liable for any use of such lost card, which shall be deemed to have been with the consent of the owner.
Section 11. Silence should be maintained in the libraries. Failure to do so may temporarily deprive students of the use of the library. Repeated violations will be subject to penalties.
Section 12. Students must obey all library rules including those not stated in this code.

Overnight books can be borrowed at 5:00 PM and must be returned on or before 8:30 AM the following morning.
A. Books
The regular loan period for faculty and staff is one month, and may be renewed as often as desired. All borrowed materials are subject to recall by other users. All borrowed materials must be returned, regardless of due date, if borrower leaves the university.
B. Other Materials
Reserved books and other special collection materials may be loaned for shorter period of time such as an hour or overnight especially for photocopying purposes.
C. Notices
Courtesy notices are sent fifteen days before the final examination date.
D. Recall of Checked Out Material
The library usually has only one copy of each title to support the information needs of the entire UNC community. Therefore, librarian will recall any checked-out material if it is requested by someone else. Recalled material cannot be renewed and a borrower may be given a new due date for the recalled material.
If a recalled item is not returned in the specified date, the borrower's library privileges will be suspended until it is returned and recall fines of 20.00 Php per day will be charged.
If a borrower needs an item that is checked out, please request a "recall" at the Main Library Circulation Desk, a branch library. Circulation staff will send the borrower a recall notice, indicating that the material must be returned immediately.
E. Proxy Borrowers
Faculty and staff may authorize other individuals (Student Assistants) to borrow library materials in their name. The faculty/staff member remains responsible for all items checked out by his or her proxy. To designate a proxy, contact the University Library at 472-61-00 local 148 or present a letter of authorization with the ID of the faculty or staff.
F. Faculty and Staff
Faculty members and staff can borrow books up to 3 titles per subject for a month and renewable for another month. Clearance will not be signed unless all library materials are properly returned at the end of every semester. For a book with only one copy available in the library, the faculty member will always be privileged to borrow the item, however, it is the teachers’ responsibility to inform his students that the book is in his/her possession.
A material must be returned in the same condition as when it was checked out. Borrowers should not write in books, turn down page corners, or use "post-it"-type notes/flags. Borrowers are financially responsible for damage that occurs while material is checked out to them. Borrowers who notice damage before checking out material should bring it to the attention of the Circulation or Filipiniana librarian, who will note the damage and flag it for repair upon return. Borrowers are also financially responsible for material that is lost or stolen while checked out to them, so checked out items should never be left unattended.
For staff, all the library dues should be settled on the termination of their services with the University. In failing to do so, the cost of the unreturned library materials will be recovered from their Provident fund.
In order for the library to function well to the best satisfaction of all library users, the librarians need everyone’s cooperation in observing the following:
SILENCE. Idle conversation, loud laughter and other unnecessary noise disturb the researchers and must therefore be avoided. Talking out of necessity should be done in subdued tones.
Texting activities are not allowed inside the library. It must be remembered that cellphones like other service phone lines announce incoming calls through beeps which cause noise inside the library. Learn to schedule your calls on cellphones both in-coming and out-going. Go to a private corner and carry out your conversation there.
Eating, smoking and drinking are not allowed inside the library.
Leave things at the counter and register upon entering every section of the library. However, valuables like wallets, jewelry, cell phone, etc. must not be left in the bags counter. The librarian/staff on duty will not be held responsible for their loss.
Lost claim stubs with corresponding number in the bags counter will be charge with the amount of ₱20.00.
Wear your IDs while inside the library.
Clean as you go.
Please go UP and DOWN the stairs quietly. Before LEAVING THE LIBRARY, please return the CHAIRS properly by lifting it up so that will not produce noise.
Be respectful at all times.
Do not re-shelve books.
To use the library internet facility, one must be a bona fide student, faculty or staff of the University of Nueva Caceres.
Flash drives are not allowed. Please save your work by sending it to your e-mail or you may ask the assistance of the IT Support to save your files into your flash drive.
Internet terminals are for web-based e-mails, data searches and
retrieval for academic and research purposes only.
To provide equal opportunity for all users to access the Internet, the library may limit use. Please limit your time on the workstation to ONE HOUR or less when others are waiting to use it.
Accessing sites which are not research-related is strictly prohibited including chatting, games, accessing YouTube video for entertainment, and the like.
Copyrighted information may not be used or sold unless the right to do so has been purchased from the owner of the data.
Students Should Not:
Change software configurations, settings, e.g. add, delete or modify system files, screen savers default home page, etc.
Attach any equipment on the computers.
Make any attempt to damage computer equipment or software.
Make any attempt to alter software configurations.
Install or download any software.
Disturb other library users or staff in any way, including display of sexually explicit material.
Students Should:
Report any equipment malfunction to the library staff immediately.
Report any misuse of computers to the library staff.
Infringement of Conditions
Failure to abide by these conditions the following sanctions will apply:
First Offense – Warning/Reprimand
Second Offense – One week suspension to use internet in the library.
Third Offense – Two weeks suspension to use internet in the library.
Fourth Offense – One month suspension to use the internet in the library.
Fifth Offense – Confiscation of ID and suspension for one semester to use the internet in the library. Student must report to the Director for Student Affairs.
The libraries of the 21st century provide a welcoming common space that encourages exploration, creation, and collaboration between students, teachers, and a broader community. The Learning Commons becomes the hub and the heart of the school; a place for teachers and teacher-librarians to collaborate to build inquiry learning and critical thinking skills in students; a place for technology integration and experimentation; a place that is ‘owned’ by students and staff alike. They bring together the best of the physical and digital to create learning hubs.
The Learning Commons is available for use among students, faculty and personnel for group study and official university meetings only.
To use the facility, users must check the availability of the room then submit the duly accomplished facility sheet one day before the activity.

Reservations must be made from 8:30 am to 12:00 noon and 1:30 p.m. to 5:00 p.m. from Mondays to Fridays.
Reservations must be signed by a faculty or adviser.
This room must not be scheduled for groups without an authorized sponsor.
Changes or cancellation of scheduled use of the room must be made in advance.
Use of work-station is limited for a maximum of 3 hours, per student per day.
If the library is officially closed due to bad weather condition or any other emergency situations, all room reservations will automatically be cancelled as well.
The library is not responsible for lost items arising from the use of the meeting room due to negligence of the user.
The contact person/organizational unit is responsible for any damages that occur during the meeting.
The library staff will not provide other equipment needed for meetings aside from what has been installed. However the staff can assist to operate equipment for basic set up only.
Food and beverages are not allowed in the Learning Commons.
Students who wish to listen to music or watch movie are advised to use headphones.
Refrain from unreasonable disruptive behavior that affects others' use of the Library. Disruptive behavior includes verbal abuse, loud talking, unwelcomed or uninvited interactions, shouting, running, sleeping, or any other activity that might disturb the concentration of others. Anyone engaging in any disruptive behavior may be asked to leave the room.
The University Audio Visual Room may only be used by students, faculty and personnel of the University of Nueva Caceres.
Activities of outside groups must be approved by the VPA.
Reservations must be done one week before the activity.
Reservation should be made in person. Call, text, or online reservation is not allowed.
Strictly for film viewing purpose only. For other activities other than film viewing IMC facilities must be used.
AVR will hold other activities aside from film viewing when there is no more available IMC facility/room and with the approval of the VPA.
Prior testing of equipment is required; any malfunction during the activity due to non-testing is not the liability of the library personnel.
Internet might be provided but it must be used for academic purpose only and for purpose of the meeting or activity only. Internet may not be provided for personal laptops to avoid viruses.
Users are advised to use their own laptop.
Users will be responsible for any damage caused to the facilities inside the AVR.
Every user must log in before using the AVR.
Laptop owned by the library might be used for AVR as long as there is an approval from the Library Director.
At least two (2) days before the scheduled activity, copies of the Facility Sheet should be distributed as follows:

Adviser should be present during the whole duration of the activity.
While the library mainly caters to UNC community, we make our resources available to as many qualified researchers as possible. Here’s what you need to know about visiting and accessing library resources.
The library accommodates outside researchers up to a maximum of five persons at one time.
Outside researchers may use the library from Mondays to Fridays, 9:00 am to 4:00 pm and Saturdays, 9:00 am to 12:00nn upon presentation of a valid office or school ID and referral letter from the office’s or school’s head librarian.
