When the DVR Counselor and the individual agree to a self-employment outcome, the necessary and appropriate self-employment services will be identified and included on the Individualized Plan for Employment (IPE) to assist the individual in achieving their desired outcome.
Self-employment goods shall be provided only as necessary relative to the business plan. Self-employment equipment refers to non-adaptive equipment normally required by businesses in the chosen field. Initial stocks and supplies are limited to those necessary for the initial establishment of the business and shall not exceed projected sales for the first three months. Self-employment licenses include initial licenses required for the individual to perform business functions as identified on the business plan.
Specific entrepreneurial training, such as that offered by the Small Business Association (SBA) and Small Business Development Center (SBDC), develops general skills necessary for successful self-employment. Training may include a variety of business skills, such as basic accounting software, marketing, and networking.
Academic or vocational training necessary to work in the identified field is typically limited to those industries in which self-employment is the industry standard (e.g., cosmetology, real estate, etc.). The policy for DVR assistance with academic and vocational training is found in Chapter 12, Core Vocational Rehabilitation Services.
Professional services necessary to assist with the start-up of the business, which may include marketing, accounting, and legal services, may not exceed three months in duration and are intended to support the initial set-up only. Professional services also include operational costs during the initial establishment period, such as website hosting and similar expenses. Operational costs shall not exceed three months in duration without supervisory approval.
Referral and coordination with small business consulting resources may include specialized coaching intended to provide technical assistance and guidance during start-up or for existing small businesses. Consultation areas include financial forecasts, marketing, accounting, and goal setting to ensure sustainability and profitability. Self-employment consulting may also include coordination and referral for small business loans, as appropriate.
