16.4 Tiers and Funding for Self-Employment
DVR shall not be the sole funding source for any self-employment endeavor. Individuals pursuing a self-employment outcome shall contribute toward the cost of their business venture in cash or in-kind contribution in the amount identified in the schedule below. The individual’s contribution may be provided from personal resources, property owned by the individual that is critical to business operation, professional or licensure fees paid by the individual, loans from banks or micro-lender organizations, or funds derived from social security work incentives (e.g., Plan for Achieving Self-Sufficiency (PASS)). To determine the value of an in-kind contribution (i.e., personal property critical to the business), the individual shall research and document the fair market valuation of assets which shall be confirmed by the RCE.
Given the entrepreneurial nature of the self-employment program, the individual contribution is required regardless of their Financial Need Analysis or social security benefit status. To the extent necessary and feasible, DVR shall assist the individual to identify potential funding sources for business start-up or expansion.
In determining the applicable funding tier, only start-up costs are considered. Start-up costs do not include necessary business management or vocational training, consultation, or assistive technology needed to accommodate a disability.
16.4.1 Use of Plans for Achieving Self-Support (PASS)
Individuals receiving SSA benefits may consider a PASS to obtain financial assistance with start-up costs. PASS may be able fund business start-up costs not covered by DVR, such as the purchase of a vehicle or similar expenses. There are experts with the Social Security Administration who are available to assist in the writing of a PASS Plan or to answer technical questions. They may be reached by calling 1-800-772-1213. Additionally, PASS Cadre consultation may be available through local SSA offices.
