In 2012, the City of Spencer hired an outside consultant to provide an overall assessment of the City's technology. The assessment was to look at how to solve several key goals:
1) Achieve paperless meetings for the City Council;
2) Have outlying Departments connected to City Hall Financial software;
3) Improve communications between employees.
Out of this study, the recommendations called for the formation of a city wide Technology Committee comprised of representatives of every department. The Committee has created an overall city technology capital plan and budget to ensure that all departments are staying current with technological needs.
The Technology Fund receives money from every department's capital fund as well as a general allocation from Local Option Sales Tax receipts.
