The Planning Department is responsible for issuing building, plumbing and electrical permits and the subsequent inspections. The Department also enforces the City's nuisances codes.
The Department typically does not have any capital needs, and therefore doesn't have a reserve account. The City funds any needs of the department from Capital Improvement Reserves, which is funded by excess Local Option Sales Tax that was not allocated to any given Capital Project.
