The City of Spencer owns and operates the solid waste collection service within city limits. Service is provided to both residential and commercial establishments. In 2013, the City implemented an automated collection system for residential solid waste and recycling. In addition to curbside collection, materials may also be dropped off at the Transfer Station located on W 18th Street.
The Transfer Station also accepts for recycling metal, electronics and appliances.
The Solid Waste division operates as an enterprise fund of the City and as such receives no property taxes for its operation or capital expenditures. Its major source of revenue comes from monthly fees for service from residential and commercial property.
