The City of Spencer has approximately 74 miles of sanitary sewer lines and approximately 28 miles of storm sewer lines throughout the City. the sanitary sewer system is responsible for collecting waste from every household and business and transporting it to the Wastewater Treatment Plant for treatment prior to being discharged into the river.
Currently, the City is under an EPA Consent Order to separate areas where the storm and sanitary sewer systems are combined and create two separate systems. The first major project was undertaken in 2012 with the installation of an overflow basin and new CSO interceptor line. Since that time, several other separation proejcts have taken place.
Employees of the Street Department are responsible to maintenance of the sanitary sewer lines.
The sewer department operates as an enterprise fund of the City and as such receives no property taxes for its operations or capital expenditures. Ite major source of revenue comes from user charges that are calculated based upon water usage from residential and commercial properties. Revenue is also collected on farm land owned by the City.
