The City of Spencer owns the Wastewater Treatment Plant, however contracts out operations of the plant to Veolia Water.
The current treatment plant was built in 1978 and is capable of treating 12 million gallons of waste per day. The plant uses rotating biological discs for treatment of the wastewater prior to discharge.
The Treatment Plant operates as part of the sanitary sewer operations, and has no operating budget of its own. Portions of the Sanitary Sewer funds are allocated for capital improvements at the plant as necessary.
